The HR Manager will lead the human resources function and the role covers recruitment, performance management, employee relations, compliance, training & development, and HR strategy. The HR Manager ensures that HR policies and practices align with business needs, regulatory compliance, and fostering a productive, safe, and motivated workforce.

Key Responsibilities:

  • Recruitment & Onboarding
  • Develop recruitment plans; source, screen, and hire staff for all levels (technical/field, supervisory, administrative).
  • Manage onboarding of new hires: orientation, documentation, safety and compliance training.
  • Performance Management & Development
  • Establish performance management systems (KPIs, appraisals, feedback loops).
  • Identify training needs; coordinate/implement skills development, technical training (especially safety, machinery, tools), leadership & soft skills.
  • Employee Relations & Welfare
  • Handle employee grievances, conflict resolution, disciplinary processes.
  • Ensure good workplace morale and retention.
  • Promote health/safety practices especially since field/repair/rehab work may have physical risks.
  • Compensation & Benefits, Payroll Administration
  • Structure salary scales, incentive or bonus schemes (e.g. for productivity or safety).
  • Manage payroll, statutory benefits (SSS, PhilHealth, Pag-IBIG), leave, other benefits.
  • Compliance & Policy Management
  • Ensure compliance with Philippine labor laws, safety regulations (e.g. DOLE, OSHA-type standards) especially for field work.
  • Develop, implement, review HR policies, procedures, employee handbook.
  • HR Strategy & Reporting
  • Collaborate with management to align HR initiatives with business goals (e.g. reducing labor turnover, improving productivity).
  • Develop manpower plans; project staffing needs especially for project-based work.
  • Provide HR metrics (turnover, absenteeism, training cost, etc.) to leadership for decision making.
  • Leadership & Team Management
  • Lead and supervise HR staff (HR assistants/coordinators).
  • Drive continuous improvement of HR processes; adopt tools/technologies (HRIS, digital record keeping).

Qualifications / Skills:

  • Bachelor's degree in Human Resource Management, Business Administration, Psychology, or related field. Master's or HR certification is a plus.
  • Experience: 5-7 years in HR roles, with at least 2-3 years in supervisory or managerial capacity. Experience in repair/maintenance, construction, technical/field operations is a plus.
  • Strong knowledge of Philippine labor laws and regulations, health & safety, and statutory benefits.
  • Good interpersonal, communication, negotiation, and conflict resolution skills.
  • Organizational skills, attention to detail; ability to manage multiple priorities under pressure.
  • Comfortable working with field staff; safety mindset; possibly site visits.
  • Proficiency in MS Office; HRIS experience is a plus.
