III. JOB DESCRIPTION

  1. Reviews, analyzes, and encodes agency BP 202 for budget proposal in the Department of Budget and Management's (DBM) Online Submission of Budget Proposal System (OSBPs);

  2. Reviews and analyzes the encoded agency budget proposal and prior year's actual obligations;

  3. Prepares the Annual Capital Outlay budget proposals;

  4. Prepares and submits the documentary requirements as requested by the DBM analysts, Senate and HOR staff;

  5. Assist in the preparation of BPAC materials for MOOE;

  6. Reviews and analyzes the consolidated and encoded Monthly Cash Program and Quarterly Obligation Program for the preparation of Budget Execution Documents (BEDs);

  7. Reviews and analyzes the prepared Advices of Sub-allotments;

  8. Monitors status of allotment, obligations and balances both for Personnel Services (PS) and Maintenance and Other Operating Expenses (MOOE);

  9. Acts as the focal person for DBM-PS airline ticketing;

  10. Prepares and submits to the Department of Budget and Management (DBM) Annual (Annex A) and Mid-year (Annex B) Agency Annual Performance Review (AAPR);

1 1. Reviews and analyzes the regular financial accountability reports;

  1. Prepares FAD inputs to the PCAARRD Annual Report, specifically on Financial Resources Management;

  2. Renders advisory services on financial matters;

  3. Represents the section/division to various management, steering, and technical groups/committees; and

  4. Performs other functions as directed by immediate supervisor.
