Scope of Work The Talent and Organizational Development Officer plays a key role in strengthening the company’s workforce capabilities, culture, and organizational effectiveness. He/she will design, implement, and monitor programs related to performance management, learning and development, competency framework, employee engagement, and succession planning. The role ensures that all HR initiatives are aligned with the company’s mission, values, and business objectives—particularly in supporting construction operations, project-based manpower, and leadership development. II. Core Functions and Responsibilities A. Talent Development Conduct training needs analysis (TNA) in coordination with department heads and project sites. Design and implement training plans, workshops, and learning interventions focused on technical, behavioral, and leadership competencies. Maintain a training database and ensure compliance with annual training targets. Evaluae training effectiveness through post-training assessments and feedback tools. B. Organizational Development Assist in developing and maintaining the company’s organizational structure, job descriptions, and competency frameworks. Support in succession planning, career pathing, and leadership development initiatives. Lead change management and culture-building programs to support company growth and expansion. Recommend improvements in processes, policies, and communication systems that enhance organizational efficiency C. Performance Management Facilitate the Performance Appraisal process, ensuring timely evaluation, calibration, and feedback sessions. Provide coaching and training to line managers on goal-setting and KPI alignment. Support management in identifying high-potential employees and areas for improvement. D. Employee Engagement and Retention Develop and implement employee engagement programs that enhance morale, teamwork, and organizational loyalty. Conduct employee satisfaction surveys, analyze results, and recommend action plans. Organize recognition and reward programs for outstanding performance and milestones. E. HR Systems and Compliance Maintain accurate records of training, evaluations, and OD activities. Prepare reports and analytics for management decision-making. Ensure compliance with internal HR policies, labor laws, and company standards. III. Key Result Areas (KRAs) and Key Performance Indicators (KPIs) Training and Development: Completion of annual training plan ≥ 90% completion rate, Post-training evaluation score ≥ 4.0 / 5.0 average rating Performance Management: Timely completion of appraisal cycle 100% compliance, Quality of performance review documentation ≥ 95% accuracy Organizational Development: Implementation of approved OD projects 100% execution of annual plan, Updated job descriptions and competency matrix 100% updated annually Employee Engagement: Engagement survey participation rate ≥ 85% participation, Improvement in engagement index +10% annual improvement Reporting and Analytics: Timely and accurate submission of reports 100% on schedule V. Qualifications Bachelor’s Degree in Psychology, Human Resource Management, or Behavioral Science. At least 3 to 5 years of solid HR experience, preferably in Training, OD, or Talent Management roles. Experience in construction or project-based industry is an advantage. Strong facilitation and presentation skills. Excellent communication (verbal and written) and interpersonal skills. Proficient in MS Office; knowledge of HRIS or e-learning tools is a plus. Willing to be assigned in Cebu City and travel to project sites when required. VI.
