JOB DESCRIPTION: HR Supervisor
Location: Unit 1504, 15th Floor, Kepwealth Center Cebu, Cebu Business Park, Cebu City 6000 Reports To: HR Director
Department: HR and People Development Department
I. Position Overview
The HR Supervisor is responsible for supervising and executing key Human Resources functions, with a primary focus on recruitment and talent acquisition. This position ensures the delivery of efficient and effective recruitment strategies, supports overall HR operations, and upholds compliance with the Philippine Labor Code and company policies. The role may be assigned additional HR responsibilities as business needs evolve, including employee relations, training, performance management, compensation and benefits support, and HR administration.
II. Key Responsibilities
A. Recruitment and Talent Acquisition
- Manage end-to-end recruitment initiatives for Cebu operations and nearby provinces, including sourcing, screening, interviewing, and endorsing qualified candidates.
- Develop recruitment plans based on manpower requirements and business growth.
- Create and post job advertisements on various platforms and coordinate with external recruitment agencies or institutions.
- Build and maintain a strong network with local academic institutions, job fairs, and professional organizations.
- Maintain candidate pipelines for critical and frequently recruited positions.
- Conduct preliminary screening interviews and collaborate with hiring managers for final evaluations.
- Manage the negotiation and issuance of job offers in accordance with company standards.
- Track and analyze recruitment metrics (time-to-fill, sourcing efficiency, turnover impact) and submit reports to management.
- Ensure adherence to recruitment-related regulatory and labor requirements, including compliance with DOLE policies.
B. General HR Support
- Assist in employee onboarding, orientation, and compliance with pre-employment documentation.
- Participate in employee relations activities such as conflict resolution, disciplinary procedures, and employee engagement programs.
- Assist in the implementation of HR policies, programs, and performance management initiatives.
- Support training and development activities, including coordination and documentation.
- Monitor HR records, personnel files, and other regulatory documents to ensure accuracy and confidentiality.
- Provide support in compensation and benefits processes including timekeeping coordination, benefits monitoring, and regulatory submissions.
- Prepare HR reports and participate in HR audits, compliance reviews, and documentation requirements.
- Perform other HR-related duties as may be assigned by management.
III. Qualifications
- Bachelor's degree in Human Resource Management, Psychology, Business Administration, or a related field.
- Minimum of five (5) years' experience in Human Resources or recruitment, preferably within fast-paced industries.
- Minimum of two (2) years supervisory or leadership experience.
- Strong background in recruitment, particularly within Cebu and VisMin labor markets, is highly preferred.
- Proficient in the use of recruitment platforms (Jobstreet, LinkedIn, Indeed, Bossjob, Facebook, etc.).
- Strong interpersonal, negotiation, organizational, and communication skills.
- Knowledgeable in Philippine Labor Laws, DOLE regulations, and HR best practices.
- Must be ethical, detail-oriented, and capable of handling confidential information.
- Willing to travel for recruitment activities and HR initiatives as needed.
