II. QUALIFICATIONS

CSC Minimum Qualifications

Education : Bachelor's degree relevant to the job

Work Experience : Two (2) years of relevant experience

Training : Eight (8) hours of relevant training

Eligibility : Career Service (Professional) Second Level Eligibility or equivalent RA 1080

Additional qualification/competencies: R&D management; effective communication skills; knowledge in agricultural management sector; critical thinking and analysis; team builder; problem solver; interpersonal skills

III. JOB DESCRIPTION

  1. Plans, monitors and evaluates S&T programs and projects under the assigned ARMRD commodity/ISP;

  2. Leads in planning and submission of division accomplishment reports for the section (Program Monitoring and Evaluation and Program-based Information System);

  3. Ensures that section-related documents are compliant with existing guidelines and standards;

  4. Evaluates, develops and packages programs/projects aligned with the priorities of the ISP Roadmap/HNRDA;

  5. Coordinates preparation of sectoral plans by ensuring alignment with HNRDA and ISP roadmaps to arrive at S&T packaged proposals in the ARM sector;

  6. Leads in the conduct of planning meeting/workshops with industry stakeholders to learn about updates/current needs of the assigned commodity/ISP;

  7. Validates, reviews, and assesses relevant policies, advocacies, House Bills, IRRs, directives, and guidelines and other related documents by evaluating the initial assessment to ensure alignment with priorities and support to industry;

  8. Reviews appropriateness and completeness of the draft IEC material for dissemination to various partners, cooperators, network, stakeholders;

  9. Participates as a member of various DOST-PCAARRD and external and international committees/TWG;

  10. Assists in the maintenance of program-based information systems;

  11. Performs other functions as directed by immediate supervisor.
