ll. QUALIFICATIONS

CSC Minimum Qualifications:

Education: Master's Degree OR Certificate in Leadership and Management from the CSC

Work Experience: Four (4) years of supervisory/management experience

Training: 40 hours of supervisory/management learning and development interventions in all or any of the following competencies:

  • Building collaborative and inclusive working relationships
  • Managing performance and coaching results
  • Leading change
  • Thinking strategically and creatively
  • Creating and nurturing a high performing organization

Eligibility: Career Service Professional/Second Level Eligibility and/or equivalent RA 1080 (Certified Public Accountant)

Add'l. Qualifications/Competencies & Skills: Strong supervisory/managerial experience demonstrated in any of the following: fiscal administration, government accounting, budgeting, and auditing principles and standards; knowledge on human resource management & development, general services administration and supply & property management; exemplifying Integrity: strict adherence to policies, rules and regulations; excellent written and verbal communication skills

III. JOB DESCRIPTION

1 . Plan, organiee and oversee the functions and activities of the Finance and Administrative Division (FAD) to include: Accounting, Budget, Cash, General Services, Human Resource, and Supply & Property Sections;

  1. Provide the critical support system for financial and administrative requirements to ensure strategic and efficient allocation of resources;

  2. Assist the management in the formulation and proper interpretation and implementation of financial and administrative policies, rules and regulations;

  3. Evaluate existing financial and administrative systems, modify and/or develop appropriate systems responsive to the needs of PCAARRD;

  4. Endorse/approve vouchers, orders of payment, purchase/letter orders, contracts and other financial documents within its authority;

  5. Attend to external functions related to finance and administrative matters; and

  6. Perform other related functions that may be assigned by the Deputy Executive Director for ARMSS and/or the Executive Director.
