Education : Bachelor's degree relevant to the job

Work Experience : Three (3) years of relevant work experience

Training : Sixteen (16) hours of relevant trainings

Eligibility : Career Service (Professional) Second Level Eligibility and/or RA 1080

Additional qualification/competencies:

· With Master's degree in Agriculture or similar degree is an advantage;

· With acquired skills in M&E, planning, and foresighting is an advantage;

· Advance proficiency in project management or research management is an advantage;

· With strong background in conducting on-site/field monitoring, knowledge management, technology transfer;

· Has attended or undergone leadership trainings;

· Supervisory experience is an advantage;

· Adept to advance MS Office applications and other relevant software is an advantage;

· Excellent communication skills (oral and written);

· Strong leadership skills; and

· Organizational skills

III. JOB DESCRIPTION

1. Exercise overall supervision and control of all plans, goals, objectives, and day-to-day activities of the Section by developing and formulating internal policies and governing technical tasks relating to the delivery of its functions.

2. Assist the Director in program development by setting goals, direction, quality standards, and strategies in the packaging of programs and projects (R&D and non-R&D) on crops; providing critical inputs to proposals and assisting in the presentation to approving bodies; and ensuring the alignment of the proposals to the Harmonized National R&D Agenda, ISP, and other relevant plans, guidelines, and policies;

3. Set and operationalize strategies to initiate, establish, and maintain linkages with S&T partners by supervising the coordination of local and international collaborative projects and promoting the exchange of information, and by facilitating activities with other institutions to leverage cooperation and build strong working relationships with S&T and industry partners;

4. Serve as S&T Program Manager by conceptualizing R&D plans and programs relevant to the assigned commodity; reviewing policy documents and national industry plans; packaging proposals and assisting in the presentation to the approving bodies; monitoring and evaluating programs/projects, initiatives, and interventions being implemented under assigned commodity; and maintaining linkages with national and international S&T partners;

5. Serve as Commodity Cluster Head and supervise the cluster members in conceptualization and prioritization of plans, programs, projects, and activities;

6. Assess the readiness of outputs/ technologies/information for transfer/dissemination; package and provide technical review on IEC materials concerning the assigned commodity; and participate in relevant technology transfer and promotion activities;

7. Provide guidance to the staff by implementing appropriate and effective coaching and mentoring strategies, and by conducting regular performance review and developing innovative solutions to identified concerns;

8. Represent the Council and the division in various internal and external committees through active participation in meetings and other activities; and

9. Perform other duties that may be assigned from time to time.
