Position Accountability Statement:

The Head of HR Business Partnering and Employee Relations is a strategic liaison between the HR function and the divisions/ functional teams within the business unit. The incumbent provides HR guidance to senior leaders and line managers on HR and people matters from a generalist perspective, and liaises with concerned functions in HR on ensuring delivery of programs and interventions in line with their requirements. As the incumbent is championing positive employee relations in the workplace, the incumbent should proactively seek ways and means to implement interventions in union and labor relations, general employee welfare, employee communications, grievance and discipline handling, events and enthusiasm programs supporting employee engagement initiatives, and resolution of people matters escalated to HR.

Specific Areas of Accountability:

Business Partnering

Lead efforts in establishing relationship with business leaders and line managers in managing strategic and operational HR requirements employing effective account management framework

Liaise and partner with other HR functions and/or SME's in ensuring service delivery of HR requirements for the business in the various HR functional areas such as recruiting, training, organizational development, compensation and benefits administration, reports and people analytics, talent development, performance management, organizational design, change management programs, among others

Understand existing competencies and talent needs and deliver capability where needed utilizing HR SME's

Coach leaders and managers in addressing people concerns and facilitate action planning and implementation of interventions, when and where needed

Build expertise in understanding business goals and objectives and be an active voice in contributing possible people programs to impact achievement of business objectives

Educate business leaders and line managers on critical HR programs and policies needed to effectively manage employee's understanding of policies and programs impacting employment

Manage and lead efficient utilization of budgets related to HR programs and initiatives specific to assigned business unit

Employee Relations and Engagement

Work with business leaders in assigned area(s) in solving key employee issues which might pose significant risk to the business and organization in general

Engage employees at all levels in strategies and interventions in building an open and trusting employee communication programs

Implement supporting programs promoting employee engagement, culture and values appreciation through employee events and applicable enthusiasm programs

Be the voice of HR in providing guidance and counseling to employees on workforce issues and concerns

Labor and Union Management

Develop and implement programs and interventions to effectively manage union relations with the end view of maintaining industrial peace and harmony at any point in time the business is in

Lead and/or co-lead collective bargaining negotiations and ensure proactive preparations are covered prior to start of negotiations proper

Develop regular cadence and discipline in conducting review of and effective implementation CBA's, minutes of union and management meetings, and other legal and/or DOLE-related documents

Strengthen foundation of Labor-Management Cooperation/Council by putting in place programs and interventions actively participated by line managers and union representatives

Lead education sessions for business leaders and line managers on CBA and union-related matters

Employee Discipline and Issues Resolution

Provide guidance and assistance to business leaders and line managers in handling and resolving concerns on discipline and grievance

Demonstrate strong knowledge on policies and supporting documents such as Code of Conduct, related Compliance policies, CBA grievance handling provisions, among others as tools to objectively close issues and concerns covering the business from risks: legal and/or reputational

Establish cadence and discipline in closing discipline and grievance matters following a 15 to 30 days resolution period, with exceptional cases escalated accordingly for necessary intervention

Lead capability development efforts in skilling up line managers to be effective frontliners in managing discipline and grievance matters

Professional Qualification:

More than 10 years of leadership experience in Human Resource Management preferably with a generalist perspective, complemented by strong foundation and exposure in Labor Relations

Bachelor's degree in disciplines in Liberal Arts, Business, Legal Management, Human Resource Development

Advanced certification or specialized training in HR Business Partnering and/or Labor Relations
