Job Summary:

The Payroll & Billing Manager is responsible for overseeing and managing all payroll and client billing operations of Facilities Managers, Inc. This includes accurate computation and timely processing of employees' salaries, benefits, deductions, and government remittances, as well as ensuring correct client billing, invoicing, and collection coordination. The role requires strong analytical skills, attention to detail, and the ability to maintain compliance with government regulations and company policies.

Duties and Responsibilities:

Payroll Management:

  • Oversee end-to-end payroll processing for all deployed and office-based employees.
  • Ensure accurate computation of salaries, overtime, allowances, deductions, and government contributions.
  • Validate and approve payroll summaries before release.
  • Monitor and update employee records related to timekeeping, attendance, and compensation.
  • Ensure timely remittance of SSS, PhilHealth, Pag-IBIG, and BIR contributions and reports.
  • Handle year-end processes such as 13th month pay and annualization of tax.
  • Coordinate with HR for new hires, resignations, salary adjustments, and disciplinary deductions.

Billing Management:

  • Supervise preparation and issuance of accurate billing invoices to clients based on service agreements, deployment reports, and attendance records.
  • Verify billing details such as rates, headcount, and client terms prior to submission.
  • Coordinate with operations and accounting teams for client billing disputes or discrepancies.
  • Monitor billing schedules and ensure timely submission and collection follow-ups.
  • Maintain organized billing records and ensure compliance with client requirements.

Reporting and Compliance:

  • Prepare monthly payroll and billing reports for management review.
  • Ensure compliance with labor laws, tax regulations, and internal policies.
  • Support audits by providing accurate payroll and billing documentation.
  • Recommend process improvements for greater accuracy, efficiency, and automation.

Leadership and Coordination:

  • Supervise and train payroll and billing staff to ensure work accuracy and timeliness.
  • Coordinate with HR, Accounting, and Operations for alignment on manpower deployment, rates, and contracts.
  • Address employee and client inquiries related to payroll and billing concerns professionally.

Qualifications:

  • Bachelor's Degree in Accounting, Financial Management
  • At least 5 years of experience in payroll and billing management, preferably in a manpower agency or service contracting company.
  • Strong knowledge of labor laws, tax regulations, and government-mandated benefits.
  • Proficient in payroll systems, accounting software, and MS Excel.
  • Excellent organizational, analytical, and communication skills.
  • High level of integrity and confidentiality.
  • Ability to lead a small team and manage multiple client accounts.

Job Type: Full-time

Pay: Php50, Php60,000.00 per month
