Job Summary:

The Human Resources Officer serves as the head of the HR and Administrative Department of JNJ Oil Industries Inc. and is responsible for overseeing the full range of Human Resources and Administrative functions. The position ensures the effective implementation of HR strategies, policies, and systems that support employee relations, performance management, and organizational development. The role also directs administrative operations to maintain efficient plant support services and compliance with labor, statutory, and regulatory requirements.

Key Duties and Responsibilities:

  1. Human Resource Management

  2. Develop, implement, and continuously improve HR policies, procedures, and programs aligned with company goals and applicable labor regulations.

  3. Manage the end-to-end recruitment, selection, and onboarding process to attract and retain competent talent.
  4. Oversee employee orientation, training, and offboarding to ensure compliance and smooth transitions.
  5. Maintain updated employee records, contracts, and 201 files in accordance with data privacy and documentation standards.
  6. Supervise payroll preparation, attendance monitoring, leave administration, and timekeeping validation in coordination with Accounting.
  7. Handle employee relations, grievances, and disciplinary actions with fairness, confidentiality, and adherence to due process.
  8. Lead the performance evaluation and merit increase process, ensuring alignment with organizational goals and employee growth.
  9. Identify training needs, recommend employee development programs, and evaluate training effectiveness.
  10. Ensure compliance with all government-mandated benefits and reporting requirements (DOLE, SSS, PhilHealth, Pag-IBIG, BIR, LGU, etc.).

  11. Administrative Management

  12. Supervise the overall operations of the Administrative Section, including general services, utilities, transportation, janitorial, and security functions.

  13. Oversee the procurement and inventory of office supplies, uniforms, and administrative materials while maintaining cost efficiency.
  14. Manage company assets, facility maintenance, and office improvement projects in coordination with the Engineering Department.
  15. Ensure proper documentation and safekeeping of administrative records, contracts, and permits.
  16. Oversee issuance and control of company IDs, gate passes, and official correspondence.
  17. Enforce compliance with occupational health, safety, and security standards within plant premises.

  18. Organizational Compliance and Governance

  19. Ensure HR and Admin compliance with Food Safety and Quality Management System requirements and ISO-related documentation.

  20. Represent the department during internal audits, external audits, and government inspections.
  21. Provide data and recommendations for policy formulation, organizational planning, and management reviews.
  22. Maintain confidentiality and ensure consistent application of company policies across all levels of the organization.

  23. Employee Engagement and Welfare

  24. Lead employee engagement, recognition, and communication programs that promote morale, teamwork, and productivity.

  25. Administer company welfare initiatives, medical benefits, and employee support programs.
  26. Promote a positive, inclusive, and compliant workplace culture that reflects the company's mission and values.

  27. Other Duties

  28. Provide HR and Administrative assistance to affiliated companies as may be required.

  29. Prepare and submit periodic HR and Admin reports to management, including headcount, turnover, and performance metrics.
  30. Perform other related functions as may be assigned by top management to support corporate objectives.

Qualifications:

  • Bachelor's degree in Human Resource Management, Psychology, Business Administration, or a related field.
  • Minimum of 5 years' experience in HR and Administration, preferably in a manufacturing or industrial setting, with at least 2 years in a supervisory or managerial capacity.
  • Strong knowledge of Philippine Labor Code, DOLE regulations, and HR best practices.
  • Demonstrated leadership, decision-making, and conflict management capabilities.
  • Excellent communication, organizational, and analytical skills.
  • Proficient in MS Office applications and HRIS systems.
  • High level of integrity, confidentiality, and accountability in managing people and sensitive information.
