The HR Manager will strategically oversee all human resources functions for the internal staff and play a critical, hands-on role in supporting the field staff (temporary employees, contractors). This role is key to ensuring the company's compliance with Philippine Labor Law (DOLE), strategic talent acquisition, and successful deployment within a high-volume staffing environment.
Key Responsibilities
1. Strategic HR & Internal Staff Management
- Develop and implement HR strategies and initiatives aligned with the overall business goals of the staffing firm.
- Manage the full employee lifecycle for internal staff (recruitment, onboarding, performance management, compensation, benefits, and offboarding).
- Administer and manage the company's internal compensation and benefits programs, ensuring adherence to mandated statutory benefits (SSS, PhilHealth, HDMF/Pag-IBIG).
- Foster a positive and productive internal work environment that promotes retention and high performance.
2. Compliance, Policy, and Field Staff Support
- Ensure strict compliance with the Labor Code of the Philippines and all relevant DOLE orders and regulations.
- Oversee and manage the HR aspects of the field workforce, including proper vetting, mandatory statutory contributions, and necessary documentation (e.g., employment contracts, clearances).
- Manage and resolve complex employee relations issues, particularly those arising from field placements (e.g., termination procedures, workplace conflict, disciplinary actions) in accordance with due process.
- Develop, update, and disseminate HR policies and procedures relevant to both internal and temporary staff handbooks, ensuring cultural and legal fit.
3. Performance Management & Training
- Establish and maintain an effective performance management system for internal employees.
- Identify training needs and coordinate professional development programs for internal staff (Recruiters, Sales, Admin).
- Develop and deliver training modules for field staff regarding company expectations, safety, and client site policies.
4. Talent Acquisition & Retention
- Lead the recruitment process for all internal positions, ensuring a strong talent pipeline.
- Analyze internal turnover and develop and implement retention strategies for core company staff.
- Collaborate closely with the recruiting team to refine high-volume screening and sourcing strategies for temporary placements.
