A. JOB OBJECTIVES/DESCRIPTION

The HR & Admin Manager shall manage and oversee all facets of the HR & Admin Department including job design, recruitment, employee relations, performance management, compensation and benefits, and talent management. He/She shall be expected to provide a strategic action plan for the department. The HR & Admin Manager shall also be responsible for the formulation, implementation, and revisions of HR and Admin policies and procedures. He/She manages daily office operations, supervises all admin staff and support other departmental heads and their concerns efficiently. He/She shall ensure the alignment of the HR & Admin Department with the company's strategic goals and compliance with local labor laws.

B. MAIN DUTIES & RESPONSIBILITIES

1. Management and Leadership

  • Provide direct oversight and management of the day-to-day operations of the HR Department but not limited to end-to-end recruitment, employee relations, company events and activities, timekeeping, compensation and benefits, and other HR services.
  • Develop and implement policies and procedures pertaining to areas of responsibility.
  • Develop strategies and process improvement plans to improve the efficiency of the department.
  • Collaborate with other department heads for matters covered by the HR Department.

2. Recruitment

  • Oversee the full recruitment cycle including job postings, interviewing, hiring, background checking and onboarding.
  • Collaborate with department heads to forecast staffing needs and manage workforce planning.
  • Develop and implement recruitment strategies to attract and retain top employees.

3. Performance Management

  • Develop and oversee implementation of performance appraisal systems and processes.
  • Identify and address performance issues through coaching and development plans.

4. Employee Relations

  • Foster a positive working environment through effective employee relations practices.
  • Address employee grievance and resolve conflicts in a timely and professional manner.
  • Conduct exit interviews and analyze feedback for continuous improvement.

5. Compensation and Benefits

  • Conduct regular salary reviews and benchmarking exercises.
  • Manage employee benefit programs including health, insurance, and retirement plans.

6. Compliance and Legal

  • Provide reports needed by the management.
  • Ensure compliance with local labor laws and regulations.
  • Update and maintain HR policies and procedures in accordance with legal requirements.

7. HR Administration

  • Maintain accurate employee records and HR Database.
  • Oversee HR Reporting and metrics to track HR performance and identify areas for improvement
  • Other tasks that may be assigned from time to time.

8. Office Management

  • Manages all office assets - tangible and intangible, software and hardware assignment to employees.
  • Office spaces - Assignment of offices to all incoming and existing employees and ensure comfortability in their assigned areas.
  • Tagging of all office assets - furniture, appliances and equipment.
  • Purchase and monitor inventory of office supplies, maintenance supplies and pantry supplies, consumables and cleaning materials with attention to budgetary constraints.
  • Revolving fund management, preparation of RFPs, PRFs, Cas, Expense Reports and ensure monthly billings are on track.
  • Ensure cleanliness and orderliness in the entire office.
  • Implement and maintain health and safety procedures in the office.
  • Management of all IT related concerns (internet, software renewal, printers, etc.)
  • Booking of meeting rooms.

9. Suppliers and Contractors

  • Coordination with contractors and suppliers regarding office needs.
  • Coordination with Four-Ecom Building Admin, Security and Leasing.
  • Oversees facilities services, maintenance activities and repairs.

10. Parking Vehicle, Driver and Schedule Management

  • Coordinate with Four-Ecom Admin for any parking concerns.
  • Assignment of parking spaces to top management and executives. Parking reservation for guests and VIPs during meetings and events.
  • Vehicle assignment for drivers
  • Daily driver schedules and checking of DTRs
  • Overseeing schedule of daily trips, assignment of drivers for VIPs and events.
  • Renewal of company vehicle, insurances and vehicle maintenance.

11. CONTRACTS, MEMOS, PERMITS, RECORDS AND DATABASE

  • Business permit renewal for 260 & 265 every January of the year
  • Contract renewal of agencies and suppliers
  • Implements office rules through approved memos
  • Ensure operations adhere to policies and regulations
  • Keeps all records and contracts of suppliers and contractors
  • Ensures all database is up to date.

12. Admin Staff Management

  • Interviewing candidates under admin department (drivers, security, utility, other admin staff)
  • Assess staff performance (6 months & 1 year), guidance to ensure maximum efficiency of responsibilities
  • Approval of OT's and leaves

C. QUALIFICATIONS

  1. Bachelor's Degree in Human Resources, Psychology, Business Administration, or a related field is a standard requirement. With atleast 7-10 years of experience in HR, Administration, or any related field.

  2. Strong leadership, management, and organizational skills.

  3. Excellent business communication and presentation skills.

  4. Strong background in managing different HR & Admin facets including recruitment, labor relations, compensation and benefits, admin and staff support.

  5. Possess in-depth and up-to-date knowledge and understanding of Philippine labor law, and all policies pertaining to working conditions and statutory benefits.

  6. Pro-active and can work with different people at all levels of the organization.

  7. Excellent budget management skills, promoting cost-efficiency while providing quality output.

  8. With high regards for confidentiality, integrity, and excellence

D. REPORTING RELATIONSHIP

The HR & Admin Manager is directly reporting administratively reporting to the CEO & EVP and fucntionally reporting to the Group VP for HR & Admin and Group AVP for HR & Admin.
