Role Purpose

The HR & Administrative Officer is the backbone of Masungi's people systems, internal administration, and organizational discipline. This role ensures that the Foundation's growing team is properly recruited, supported, documented, compensated & developed, while also keeping daily admin operations smooth, compliant, and values-driven.

This is a high-trust, high-accountability role supporting both conservation frontliners, officers and leadership when it comes to administrative requirements and external coordinations.

Core Responsibilities

  1. Human Resources Management

Recruitment & Hiring

  • Lead end-to-end recruitment for all roles (rangers, guides, community officers, admin, operations)
  • Draft job descriptions, post vacancies, shortlist applicants, schedule interviews
  • Coordinate interviews with department heads
  • Manage reference checks and onboarding documentation

Contracts & Employment Records

  • Prepare Letters of Agreement, contracts (regular, probationary, and independent contractor)
  • Maintain updated 201 files (physical & digital)
  • Track probation periods, renewals, terminations
  • Ensure complete compliance with labor documentation
  • Support rangers with the processing of documents that they may not yet have

Payroll, Benefits & Compensation

  • Prepare payroll computation (salaries, allowances, overtime, night differential where applicable)
  • Administer: SSS, PhilHealth, Pag-IBIG
  • Track leaves, absences, tardiness, offsets, and rest days
  • Assist in preparation of 13th month (when applicable), final pay, and contract completion settlements

Performance & Discipline

  • Support performance evaluation cycles
  • Document commendations, incidents, notices to explain, and disciplinary actions
  • Ensure due process and fairness at all times

Staff Welfare & Culture

  • Oversee staff welfare programs (meals, rest spaces, health concerns)
  • Assist in internal communications, team briefings, and morale initiatives

  • Administrative Operations

Office Administration

  • Manage office supplies, equipment, uniforms, traand ID systems
  • Handle incoming/outgoing documents, filing systems, and archiving
  • Maintain organized digital drive structure for HR and admin files

Procurement Support

  • Assist in procurement requests for office and staff-related needs
  • Maintain inventory lists for admin assets
  • Coordinate with finance for supplier documentation and releases

Compliance & Government Transactions

  • Assist with:
  • DOLE-related documentation and processing
  • LGU records when needed
  • Accreditation or compliance submissions
  • Maintain updated organizational records

Visitor & Staff Coordination

  • Support coordination for visiting partners, interns, volunteers, and consultants
  • Ensure work passes, orientation materials, and access protocols are followed

  • Policy & Systems Development

  • Help draft, update, and enforce:

  • Employee Handbook
  • Code of Conduct
  • Attendance, Leave, and Disciplinary Policies
  • Support transition from informal to structured systems as Masungi grows
  • Digitize forms and workflows where possible

Qualifications

Education

  • Bachelor's Degree in:
  • Human Resources
  • Psychology
  • Business Administration
  • Public Administration
  • Social Sciences or related fields

Experience

  • Minimum 1–4 years experience in:
  • HR Administration
  • Office Administration
  • NGO, social enterprise, or operations-heavy organization preferred

Skills & Competencies
