I. JOB SUMMARY

To support and contribute in the development and implementation of general Human Resources practices and procedures for the operation and management needs of the company. Responsible for executing all facets of human resource functions.

II. REPORTING STRUCTURE

Directly reports to the Human Resources Manager

III. DUTIES & ESSENTIAL JOB FUNCTIONS

The Senior HR Specialist's duties and responsibilities include but are not limited to:

1) TALENT ACQUISITION

a. Job posting

b. Sourcing of required jobs thru different recruitment sources (e.g., newspaper, online job boards, company website, social media, etc.)

c. Oversee scheduling of candidates for examination and interviews, and administers initial interviews and assessment examinations as necessary

d. Assists in facilitating pre-employment and entry requirements such as scheduling PEME, employee orientation and coordination of provision of supplies, stations and work tools

e. Preparation of Job Offer and Employment Agreement

f. Onboarding

g. Communicates with third-party manpower providers (or agencies) regarding company's manpower requirements (if needed)

2) PAYROLL & ATTENDANCE

a. Administer company's HRIS platform

b. Ensures that each employee's records and documents are complete and up-to-date, safe-keeping of the employees' 201 files (rank and file and supervisors)

c. Performs timekeeping including leave credits and availments monitoring and preparation of pre-payroll attendance reports, payroll instructions

d. Payroll processing

e. Monitoring and updating of government loans and contributions

f. Payroll bank opening for new hires

g. Files/ submits employee information updates and benefits claims to government agencies, monitor progress, resolve bottlenecks, and ensure that pertinent employee benefits claim(s) are obtained

3) LABOR RELATIONS/COMPLIANCE

a. Assist in the administration of employee grievance and discipline process such as documentation of incident reports, preparation and issuance of notices, documentation of due process meetings, counseling, liaison/coordination with regulatory/ conciliatory institutions (DOLE, NLRC, NCMB, etc.) and legal advisers, issuance of pertinent memoranda and case decisions, and archiving and safekeeping of grievance files and cases

b. Coordination with the Company's legal counsel, if needed

c. Keep abreast on labor laws and standards

4) EMPLOYEE ENGAGEMENT

a. Arranging, scheduling and coordinating of HR programs such as parties and socials, seasonal celebrations, sports and community events

5) LEARNING & DEVELOPMENT

a. Organizes employee training and development activities such as scheduling, venue preparation and logistics, preparation of presentation materials, equipment and supplies, and documenting and reporting post-activity feedback

6) COMPENSATION & BENEFIT

a. Enrolls and delists employees from the HMO and Group Life Insurance cover of the company and processes claims and concerns of employees as necessary, and reviews and tallies billing for payment preparation

b. Contributes on the development and implementation of policies and processes related to compensation and benefits

c. Keep abreast on market trends on compensation and benefits, conducts benchmarking, if needed

7) OTHERS

a. Helps in facilitating and coordinating performance appraisal of employees (probationary and regular) including organizing and providing HR data, rolling out forms and templates, tabulation, and pre-calibration of appraisal results, among others

b. Assists in developing HR policies, cascading policies to employees, and ensuring compliance through periodic monitoring and reporting of incidents/ non-compliance

c. Assists in the documentation of outgoing employees such as completing clearance and exit requirements

d. Gathers data and prepares HR reports as may be required by the immediate supervisor

e. Organizes and maintains templates and files related to HR

f. Preparation and submission of government related reports within its prescribed deadlines

IV. OTHER FUNCTIONS AND RESPONSIBILITIES

Perform other tasks as assigned by the Management in accordance with company policies.

V. PROFESSIONAL QUALIFICATIONS

· Bachelor's degree preferably on HR-related courses like Psychology, Behavioral Science, and others

· At least 4 years of working experience in human resources; experience in a shared service HR set-up most preferred

· A Registered Psychometrician is an advantage

· Experience in the maritime is a plus

VI. CORE COMPETENCIES

· Displays knowledge on the different facets of HR: recruitment, labor relations/compliance, payroll, compensation and benefits, learning and development, and employee engagement

· Knowledgeable in labor laws, including DOLE advisories and other related standards with strong exposure in creating and processing of employee cases, memorandums, notices and internal labor processes

· Personable and relates well with people with diverse backgrounds

· Communicate effectively at all levels

· Excellent time management skills

· Solid planning and organizational skills

· Committed, self starter with a willingness to evolve in the role

· Has excellent planning and organizing skills

· Capacity to do in-house training

· Proficiency in MS Office applications Word, Excel, PowerPoint, Outlook
