The HR Manager leads the full spectrum of human resources management and administrative services.
This role provides strategic direction and operational oversight to a multidisciplinary HR team—including HR Generalist, Building Administration, Housekeeping, Regulatory (FDA Affairs), Compensation & Benefits, Training, Recruitment, Engagement & Events, and Liaison functions—ensuring compliance with labor laws and regulatory requirements while supporting organizational goals.
Key Responsibilities
1. Strategic HR Leadership
- Develop and implement HR strategies aligned with the company's business objectives.
- Advise the Vice President and senior management on HR trends, workforce planning, and policy matters.
2. Functional Supervision
Manage and provide guidance to the following sub-reports:
- HR Generalist: Daily HR operations, employee relations, policy enforcement.
- Building Administration: Facility maintenance, security, and office services.
- Housekeeping: Cleanliness and sanitation standards across all sites.
- Regulatory Officer (FDA Affairs): Compliance with Food and Drug Administration requirements and other relevant government agencies.
- Compensation & Benefits: Payroll administration, salary structure, statutory contributions, and employee benefits.
- Training & Development: Learning programs, competency mapping, succession planning.
- Recruitment: Full-cycle hiring, workforce planning, and onboarding.
- Engagement & Events: Employee engagement programs, corporate events, and culture initiatives.
- Liaison: Coordination with external stakeholders, government offices, and service providers.
3. HR Operations & Compliance
- Oversee HR policies, employee handbook, and standard operating procedures.
- Ensure compliance with Philippine labor laws, occupational health and safety standards, and all regulatory requirements including FDA.
- Manage HR metrics such as turnover, absenteeism, and training effectiveness.
4. Budgeting & Reporting
- Prepare and manage the HR department budget.
- Provide regular reports and analytics to the Vice President on HR performance and key initiatives.
5. Employee Relations
- Foster a positive work environment through conflict resolution, grievance handling, and employee counseling.
- Promote diversity, equity, and inclusion.
Qualifications:
- Education: Bachelor's degree in Human Resources Management, Psychology, Business Administration, or related field; Master's degree or HR certifications (e.g., CHRP, SHRM) preferred.
- Experience: Minimum of 5 years in progressive HR roles, with at least 3 years in a managerial capacity overseeing multiple HR functions.
Knowledge/Skills:
Strong understanding of Philippine labor laws and regulatory compliance.
- Excellent leadership, communication, and decision-making skills.
- Proven experience managing cross-functional teams and multiple stakeholders.
Working Conditions
- Full-time, on-site role.
- May require occasional extended hours for critical HR, facility, or regulatory matters.
