Summary of Position:

The HR and Admin Specialist provides comprehensive support to the HR & Admin Manager in ensuring effective delivery of both human resources and administrative functions. The role covers end-to-end recruitment, payroll preparation, employee and labor relations, compliance, and engagement initiatives. In addition, it supports administrative requirements related to institutional operations and accreditation. The HR and Admin Specialist also supervises the HR Associate to ensure quality and timely HR service delivery.

Key Responsibilities:

Talent Acquisition and Onboarding

  • Lead end-to-end recruitment efforts, including job posting, candidate sourcing, initial interviewing, and recommending qualified candidates.
  • Collaborate with department heads in workforce planning and talent forecasting.
  • Oversee onboarding programs, including orientation, documentation, and new hire assimilation.

Compensation, Benefits, and Timekeeping

  • Validate and monitor attendance records, ensuring accuracy in payroll inputs.
  • Oversee preparation and compliance of government-mandated benefits (SSS, PhilHealth, HDMF).
  • Prepare payroll every cutoff period for review and final checking by the HR Manager.

Employee and Labor Relations

  • Draft and issue Notices to Explain (NTE), disciplinary actions, and related documentation in coordination with the HR Manager.
  • Provide support in employee counseling, conflict resolution, and policy interpretation.
  • Ensure compliance with DOLE labor standards and institutional Code of Conduct.

Performance Management and Employee Engagement

  • Coordinate the performance appraisal process and assist in merit increase evaluations.
  • Recommend and facilitate employee engagement initiatives, wellness programs, and recognition activities.
  • Support succession planning and career development activities.

HR Policies, Compliance, and Administration

  • Assist in drafting and updating HR policies, guidelines, and procedures.
  • Ensure proper documentation and secure management of employee records (201 files, contracts, and digital databases).Act as point of contact for HR audits, accreditation requirements, and compliance inspections.

Health, Safety, and Well-being

  • Assist in the implementation of health and safety programs, ensuring compliance with OSH standards.
  • Coordinate with the Clinic, Facilities/Security, and other support services to ensure workplace well-being.
  • Conduct Occupational Safety and Health (OSH) training upon completion of required certification.

Ad Hoc and Special Projects

  • Support institutional accreditation requirements by providing HR- and Admin-related documentation and reports.
  • Assist the HR & Admin Manager in strategic projects, organizational development programs, and workforce initiatives.
  • Perform other related duties as assigned to ensure effective HR and administrative service delivery.

Qualifications:

  • Bachelor's degree in Human Resources, Psychology, Business Administration, or related field.
  • At least 2–3 years of solid HR experience, with exposure to administrative functions preferred.
  • Strong knowledge of compensation and benefits administration and government statutory remittances (SSS, PhilHealth, HDMF, BIR).
  • Familiarity with labor laws, DOLE compliance, and HR best practices.
  • Proficiency in HRIS, Google Workspace, and Microsoft Office applications.
  • Excellent interpersonal, organizational, and communication skills.
  • High attention to detail, confidentiality, and professionalism.
  • Demonstrated ability to provide HR and administrative support effectively.

Job Type: Full-time

Pay: Php20, Php25,000.00 per month
