Duties & Responsibilities

For Recruitment & Selection

Helps prepare annual Manpower Planning Forecast by providing historical data on manpower utilization, labor turnover, absenteeism, etc. to determine optimal manpower given production volume and corporate goals.

Prepares talent pool and uses other modes of sourcing talents in preparation for personnel requisition to be made by other departments.

Applies the normal form of selection process, subjecting prospective candidates in the usual form of aptitude tests, focus interviews and background investigations to help ensure the "organizational fit."

Processes accepted candidates requirements and appointment papers, prepares 201 File checklist & folder and make sure that no new employee repots for the first day of work without completing all hiring requirements.

Prepares an On-Boarding orientation schedule of activities, by coordinating with concerned organization personnel on their role and making available all manuals or materials for distribution (job description, safety & health manual, code of discipline, employee handbook, etc) on the first day.

Monitors expirations of employee contracts, probation period, project engagement due dates, etc. and ensures proper HR actions are made even prior to the expiry dates.

Coordinates with various HR service providers such as head hunters, pre-employment medical facilities, background investigation entities, manpower agencies, etc and helps ensure optimal benefit is given to the company.

Conducts exit interviews for resigning employees focusing on the constructive suggestions on how to improve specific areas of organizational health.

For Compensation & Benefits

Administers compensation and benefits program for supervisory level & below, by strictly adhering to C&B policies and procedures to eliminate mistakes in the delivery of HR services.

Coordinates with HR service providers the necessary records updates by preparing the required reports to ensure accurate coverage of employee benefits.

Updates, maintains and provides safekeeping, security and confidentiality handling by keeping them in safe storage (for hardcopies) and proper data maintenance (for soft copies)  for all HR files and documents.

Prepares various HR related reports including those submitted to government agencies (SSS, Pag-IBig, BIR, DOLE, etc) by generating and printing them from the system.

Processes employee benefits, claims, payments, and other monies due to employees by strict implementation of work process flow ensuring speedy availment.

Maintains an updated database for employee masterlist by acquiring information from primary sources to ensure updated records and master files and their strict confidentiality handling.

For Training & Development

Analyzes the training needs of individual or group of employees by reviewing feedback from the employees' immediate superior, sample of performance results, etc. to recommend possible training program intervention.

Prepares and designs training modules & programs or recommends external programs which meet individual group's training needs to enhance employee competencies.

Administers training and development program of the company by performing the required transactional processes to enroll/register employees for specific training program.

Maintains an updated database for training & development of employees by regular recording of training activities, whether company sponsored or third party service provider for reference and future analysis.

Helps in the conduct of Training Needs Analysis (TNA) by collating information from individual performance evaluation feedback, and recording for report generation and future basis for training decisions.

Implements policy on Return Service Agreement, making sure that all company sponsored training and development activities are covered by contract for retention purposes.

Provides periodic training advice and notices to various departments indicating possible training for specific employees based on the performance evaluation feedback and makes the necessary training enrollment if approved.

Facilitates the implementation of company orientation and immersion program by conducting on-boarding programs and actual session as part of welcoming activities for newly hired employees.

Provides assistance for module development by conducting research based on directions and instructions provided by immediate superior or HR Manager to facilitate preparation of training module.

For Employee & Labor Relations

Familiarizes oneself with existing CBA contract (memorandum of agreements) and reviews existing policies and procedures to find out if it supports an efficient CBA contract implementation.

Initiates activities that will bring out camaraderie, and instill bonding among employees making work a fun place such as sports activities, annual outing, yearly Christmas parties, etc.

Studies historical and current labor cases or issues not yet settled and tries to see these issues from a different perspective to afford different recommendation for a possible resolution.

Assists supervisors and managers in addressing performance related problems by providing suggestions and immediate updates on peripheral concerns (e.g. tardiness, absenteeism and overtime statistics).

Regularly orients newly promoted supervisors and managers on effective administration of employee discipline and makes sure that the procedures are fully complied with.

Helps conduct investigation and administrative hearing on employees suspected of doing erroneous action; including arrangements of the meeting, the venue, request for lawyers from LTCG Office of General Counsel.

Takes down minutes of administrative hearing meetings, ensuring factual and accurate transcription thereon and plus the signatures of all present during said meeting.

Makes initiatives to start a working Labor Management Council (LMC) and makes this as a forum whereby all employees can participate and provide all suggestions to make the workplace better.

Explores various alternative schemes where both Labor and Management can engage in common activities that will illustrate bonding towards the pursuit of common goals (e.g. establishment of a multi-purpose cooperative, join-action on community development of a certain area, livelihood programs, etc.) and secures approval thereon.

Performs other functions which may be assigned by the immediate superior from time to time.
