Summary Responsibilities:

Entails providing guidance, support, and coordination in the consistent and effective application of policies, procedures, and practices of Human Resources Department. Provides assistance to the Property Head and Corporate HR in every aspect of human resources including recruitment, employee relations, labor relations, compensation and benefits, and training. Handle a wide range of administrative and executive support related tasks and will be able to work independently with little or no supervision. This person must be exceedingly well organized, flexible and enjoy the administrative challenges of supporting a small office of diverse people and programs.

Basic Tasks:

I. Human Resources

A. Recruitment

  • Preparing and posting job advertisements, screening applications, arranging interviews,

participating in selection process, and administering pre-employment background checks,

tests and requirements as required.

  • Providing assistance in hiring process activities such as posting jobs on job board or

website, reviewing applications and maintaining a spreadsheet on tracking an applicant.

  • Attendance on job fairs, if necessary.

  • Administering and monitoring new hire orientation programs and preparation of forms.

  • Administering criminal record checks.

B. Compensation & Benefits

  • Preparing source documentation needed for new hires, or effective changes in pay,

status, or benefits.

  • Maintaining and monitoring records of employee benefits and salary including payroll

accounts, government remittances records and loans, etc.

  • Monitoring of attendance and leave credits of employees and coordinates with Finance

for payroll processing.

  • Interpreting, assisting and advising employees and managers regarding cooperative

agreement applications, leave management and benefit administration, and HR

procedures and policies within the specified guidelines.

C. Employee Relations

  • Establishing, maintaining and controlling personnel, employees, recruitment relations

records, files, correspondence, reports, and organization charts.

  • Managing sensitive and confidential matters like personnel relations, employee relations,

and organizational changes, planning and protecting the security of information, data and

files.

  • Preparation of notices like request to explain, notice of decisions, notice of preventive

suspension with the guidance of Corporate HR and Property Head and/or Department

Head.

  • Coordination with Corporate HR and Property Head for administrative hearing, if

necessary.

  • Responding to and putting through various queries from managers and employees, and

from other agencies or departments.

  • Exercising individual judgment while dealing with potential or real troubles on own

initiative and bringing them to manager's attention.

D. Training and Development

  • Coordinating in volunteer and staff training events or programs and recommending

resources, as needed.

  • Research and preparation of training materials and coordination with Corporate HR for

training-related matters.

  • Assists Corporate HR for training requirements, if necessary.

  • Preparation and Monitoring of Training Attendances, and Feedback Forms.

E. Labor Relations

  • Maintains knowledge and understanding of basic labor laws and regulations.

  • Monitoring and cascading of DOLE Rulings, in coordination with Corporate HR.

  • Assessment of employee complaints and liaises with involved Department Head.

  • Monitoring and keeping of DOLE-related records.

  • Preparation and submission of DOLE-required reports.

  • Preparation and handling of DOLE Inspection, in coordination with Corporate HR.

F. HR Admin

  • Providing general administrative support such as preparing correspondence, forms and

reports, arranging meetings, composing regular correspondence, processing confidential

reports and documents, filing electronic and hard copy, tracking deadlines, and taking

down minutes as needed.

  • Maintaining employee file records up-to-date and ensuring completeness of necessary

documents.

  • Ensuring effective reception or proper approvals on forms and enter changes in the

system.

  • Preparation and cascade of memorandums (internal and Corp-Initiated).

  • Providing assistance in monitoring employee performance. Monitoring and filing of

Performance Review Forms for due employees, and preparation of summary for annual

increase.

  • Liaises with Agency Partners, reviewing of service agreements, in coordination with

Corporate HR.

  • Conducting research, gathering data and statistical reports, and maintaining statistical

information.

  • Keeping up current issues and matters in the organization related to HR department.

  • Handling issues and inquires in unavailability of Property Head or Corporate HR.

  • Preparation and timely submission of any required HR reports by the Corporate Office.

II. Executive Assistant

  • Be responsible for heavy calendar management, requiring interaction with both internal and external executives and assistants, as well as consultants, to coordinate a variety of complex executive meetings.

  • Answer phones and direct all incoming calls to appropriate department promptly and efficiently.

  • Communicate and handle incoming and outgoing electronic communications on behalf of the Property Head.

  • Assist the Property Head with preparation of presentation materials.

  • Review and summarize miscellaneous reports and documents; prepare needed documents and outgoing mail as necessary.

  • Assist in pipeline/forecast preparation and presentation.

  • Prioritize and manage multiple projects simultaneously, and follow through on issues in a timely manner.

  • Arrange travel schedule and reservations for executive management as needed.

  • Work closely with the Property Heads to coordinate and launch hard copy or email campaigns to consultants, clients and potential clients.
