The Human Resources Manager originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a superior workforce. Responsible for the coordination and implementation of people-related services, policies, and programs through Human Resources staff; reports to the President & CEO; assists and advises company managers about Human Resources issues and concerns. Oversee the administration of the day-to-day operations of the Human Resources Unit. Responsible to carry out various areas of HR such as departmental development, HRIS and payroll system, employee relations, training and development, benefits and compensation, job recruitment and on-boarding, employee safety, welfare, wellness and health and a superior personnel.

Work Setup and Schedule: Office Based/ 9am - 6pm Monday to Friday

Duties and Responsibilities

Daily

  • Oversees day-to-day concern of employees
  • Oversees the implementation of Human Resources programs and identifies opportunities for improvement and resolves problems.
  • Oversees and manages the work of reporting Human Resources Assistants and encourages their ongoing development.
  • Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce
  • Manages the processing of job openings for the company, evaluation of duties and responsibilities attached to the job and determination of specific requirements/qualifications of prospective employees.
  • Manages and oversee payroll processing
  • Manages proper coordination on the processing of TSC/Travel Request Form
  • Ensure proper implementation of TSC/Travel policy
  • Assist line personnel in implementing administrative/HR policies and program.
  • Ensure the maintenance of updated 201 File of employees
  • Partners with management to communicate Administrative, Human Resources policies, procedures, programs and laws.
  • Oversees monitoring of compliance with administrative policies (dress code, time-keeping, break-periods, etc.)
  • Facilitates, coordinates and recommends training needs for technical and non-technical trainings.
  • Conducts counseling and assists individual employees in solving problems which affect their general morale and efficiency; recommends appropriate solutions and actions to promote sound employee management relations.

Periodic (Monthly, Quarterly, Yearly)

  • Designs, directs and manages a company-wide process of organizational development that addresses succession planning, workforce development, key employee retention, organization design and change management.
  • Identifies and monitors the organization’s culture to support goals and employee satisfaction.
  • Keeps the President & CEO and management informed of significant problems jeopardizing goals.
  • Develops and monitors an annual budget that includes HR services, employee recognition, company events, CSR and benefit administration.
  • Conducts a continuing study of all HR policies, programs, and practices.
  • Leads development of unit goals, objectives and systems; provides leadership for HR (strategic) planning.
  • Establishes HR unit measurements to support strategic goals; develops and administers programs to align the workforce with company goals.
  • Participates in management and officers’ meetings and attends seminars.
  • Recommends HR policies and objectives on employee relations and rights.
  • Utilizes HRIS to streamline tasks and empower employees.
  • Manages and directs periodic reviews of employee performance for regularization, promotion and other movements; ensures timely release of performance reviews and related memos.
