Job Summary:
Under the direct supervision of the Project Development Officer V for Communications, the Project Development Officer IV will be primarily responsible for planning, implementing, and coordinating advocacy activities and strategies for the institutionalization of KALAHI-CIDSS and the Community-Driven Development (CDD) approach. The Project Development Officer IV shall also assist in addressing gaps related to social marketing and advocacy; and produce content and IEC materials to increase stakeholders' and the public's support for CDD and KALAHI-CIDSS.
Statement of Duties and Responsibilities:
- Provide technical support to the Project Development Officer V for Communications in the planning and implementation of communication, social marketing, and advocacy activities at the national and regional levels;
- Plan and implement legislative advocacy activities for the passage of the CDD Institutionalization Bill;
- Coordinate and collaborate with other sectors and local stakeholders in developing strategies and plans leading to institutionalization of Community-Driven Development initiatives of the KALAHI-CIDSS Program;
- Provide technical assistance and guidance in facilitating and developing local ordinances on institutionalizing Community-Drive Development in the Local Planning Process;
- Represent the program as instructed by the supervisor/division chief during meetings/workshops; provide timely feedback to units concerned regarding the issues discussed, agreements, or other needed follow-throughs.
- Draft and review policy issuances such as bills, orders, and position papers for the institutionalization of KALAHI-CIDSS, CDD, and its principles and processes at the national and local levels of government;
- Produce and manage relevant content for the program's social media accounts, website
and other communication/media channels related to CDD institutionalization.
- Monitor and conduct regular environment scanning among stakeholders, CDD champions and prospective champions and recommend the appropriate response/interventions;
- Assist in the engagement of national-level stakeholders in the advancement of the program's advocacies and initiatives;
- Produce press releases and develop Information, Education and Communications (IEC) materials such as Barangay Wall News, posters, flyers, brochures, fact sheets, reports, compendium, and other creative content of the program for CDD institutionalization.
- Manage and maintain the program's website and develop and roll-out new features, functions, and components for the website.
- Ensure the preparation and timely conduct of activities for the advancement of CDD and its institutionalization;
- Monitor and provide technical assistance on policy and legislative advocacy to Regional
Social Marketing Officers, program staff, partners, and stakeholders;
- Report to the office beyond the approved work arrangements, that may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities.

- Policy and legislative advocacy activities including but not limited to fora and roundtable discussions
- IEC and other media and advocacy collaterals for KALAHI-CIDSS and CDD Institutionalization
- Development, management, and maintenance of the program's website.
- Accomplishment reports and Technical Assistance .
Job Type: Full-time
Pay: Php71,511.00 per month
Schedule:
- 8 hour shift
