Job Summary
Manages and supervises all aspects of employee payroll and benefit programs. including health and statutory benefits, Compensation program, pension program, and other employee benefits. Performs research and analysis, provides consultation, and makes recommendations to the senior management regarding payroll and benefits program. Develops the Benefits, Compensation budgets and program in line with regulatory compliance as per the labor law. Supervises payroll and benefits staff. Consults with and works collaboratively with human resources colleagues and the business team.
Job Responsibility
Oversees management of the payroll system, involving substantial volume of transactions performed within strict, inflexible time limits.
Oversees the accurate processing and reporting of employee payroll, maintenance of payroll records, reporting and payment all statutory benefits, accruals and balances, and investigation and resolution of payroll issues.
Ensures compliance with regulations related to wages, salaries, benefits, deductions, disbursements, etc.
Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for providing payroll services; recommends and implements policies and procedures; and prepares various reports on payroll operations and activities.
Manages legal issues in consultation with legal counsel if necessary.
Plans, organizes, directs, and evaluates the employee health and welfare programs.
These include medical, dental, vision, life, and disability insurance plans; workers' compensation; wellness and safety programs; retirement savings programs; and statutory benefits plans.
Ensures appropriate and timely communications and employee education.
Effectively manages relationships with third parties to ensure that agreed-upon service levels are met and any issues are promptly addressed.
Knowledge of:
Employee health and welfare programs include financial management, service, and industry trends.
All applicable employment and benefit laws and regulations, especially those relating to payroll, health benefits, insurance, pensions, workers' compensation, and safety.
Local statutes, rules, and regulations apply to payments and deductions. Benefits rules, policies, and procedures.
General knowledge of the principles, practices, and current trends in compensation & benefit.
Skill in and ability to:
Plan, organize, lead teams, and manage staff; oral and written communications; public presentations; interpersonal sensitivity; problem analysis and decision-making; time and stress management.
Facilitate a mutually agreeable resolution to issues with both employees and management.
Maintain the confidentiality and privacy of privileged communications, including employee medical issues and program planning.
Read, understand, and implement legal and procedural changes affecting work performed.
Compose and prepare business correspondence using standard business English.
QUALIFICATIONS:
Minimum 6 years of professional work experience in payroll and benefits management.
Minimum Educational Qualifications Required:
College Graduate.
4 years as a lead or a manager
Has handled a headcount of at least 5K employees
Experience with SAP or JeonSoft (Priority given to candidates with SAP experience)
Annual merit increase processing
Manual computation experience
Must be willing to work on site in Taguig
Soft skill:
Above average in written and spoken English
