Job Summary

The role serves as the frontline liaison between the company and the host communities, supporting the implementation of resettlement, livelihood restoration, and community engagement programs under the supervision of the Resettlement & Livelihood Restoration Lead.

He/She is responsible for maintaining open, respectful, and transparent communication with project-affected persons (PAPs), local stakeholders, and government partners. The position plays a critical role in facilitating consultations, addressing community concerns, supporting grievance management, and ensuring that community relations activities are aligned with the company's sustainability and social performance standards.

The role contributes to maintaining the company's social license to operate and the deliverable of the MTerra Solar project on time, scope and quality.

Specific Duties and Responsibilities

Responsibilities (What – How-Why)

Community Engagement and Liaison

  1. Acts as the primary on-site contact and liaison between the company, local communities and project-affected persons
  2. Facilitates regular communication, dialogue, and consultation with community members, local leaders, and government representatives
  3. Organizes and documents community meetings, information sessions, and awareness campaigns
  4. Gathers feedback and concerns from affected persons and relays them promptly to the RLRL Lead for appropriate action

Resettlement and Livelihood Restoration

  1. Assists in the conduct of socio-economic surveys, census, and asset inventories for resettlement planning
  2. Supports implementation of compensation, and livelihood restoration programs
  3. Coordinates with contractors, consultants, and implementing partners during program roll-out and monitoring
  4. Provides field-level updates and observations to ensure that commitments under the Resettlement and Livelihood Restoration Plan are met
  5. Ensures that grievances are recorded, tracked, and addressed in a timely and transparent manner

Compliance and Reporting

  1. Ensures that all community interactions and engagements are properly documented and filed
  2. Supports the preparation of resettlement and livelihood progress reports, documentation, and community engagement records
  3. Contributes to compliance with applicable national regulations, LGU requirements, and international standards (e.g., IFC PS5)

Coordination, Support, Representation, and Administration

  1. Coordinates with project and contractor representatives to ensure consistent community messaging
  2. Represents the company in local coordination meetings and community forums as authorized
  3. Assists in logistics, documentation, and administrative support for community engagement activities
  4. Accomplishes tasks that may be assigned by management from time to time.

Key Qualifications

  • 2–4 years of experience in community relations, stakeholder engagement, resettlement, or livelihood programs, or related field, preferably in infrastructure or energy projects
  • Strong background and experience in stakeholder engagement, public consultations, dialogues and negotiations
  • Background in grievance handling and conflict resolution
  • Bachelor's degree in Social Sciences, Community Development, Rural Development, Sociology, Anthropology, or related fields.
  • Willing to accept project-based employment status
  • Willing to travel to project sites
