
Procurement Officer

We are looking for a detail-oriented and strategic Procurement Officer to manage sourcing, supplier partnerships, and cost optimization for our fast-growing marketing projects. You will handle the full procurement cycle—supplier selection, contract negotiation, compliance, and risk management—while working closely with internal teams to ensure timely and cost-efficient delivery of goods and services.
Key Responsibilities
1. Strategic Sourcing & Planning
- Develop procurement strategies that align with SAMG's project and business goals.
- Conduct spend analysis and identify high-impact sourcing opportunities.
- Perform market research and supplier mapping for new categories.
- Lead the RFI/RFP/RFQ process for major purchases.
2. Supplier & Vendor Management
- Source, screen, and onboard qualified suppliers.
- Maintain an approved supplier list with performance ratings.
- Conduct quarterly/annual supplier performance evaluations.
- Resolve supplier issues while fostering long-term partnerships.
3. Negotiation & Contract Management
- Negotiate favorable terms on pricing, payment, and service delivery.
- Draft, review, and manage contracts in collaboration with legal.
- Ensure contracts are properly signed, stored, and renewed.
- Monitor compliance and handle amendments or variations.
4. Cost Optimization & Financial Control
- Identify savings opportunities while ensuring quality.
- Track and report procurement-related expenses.
- Provide accurate cost estimates for budget planning.
- Run cost-benefit and TCO analyses.
- Collaborate with Finance on invoice reconciliation.
5. Procurement Systems & Digital Tools
- Implement procurement manuals and/or digital tools.
- Upload and maintain supplier contracts, quotations, and documents.
- Generate dashboards and reports for management review.
- Support digital transformation initiatives for procurement efficiency.
6. Compliance, Ethics & Governance
- Enforce SAMG's procurement policies.
- Verify supplier compliance with legal and regulatory requirements.
- Support audits with accurate documentation.
- Ensure all procurement processes are fair and transparent.
7. Analytical Thinking & Decision Making
- Evaluate supplier proposals and quotations.
- Monitor procurement KPIs (savings, lead time, compliance).
- Identify risks, inefficiencies, and recommend improvements.
- Develop cost comparison tools to support decision-making.
8. Stakeholder Collaboration & Communication
- Work with departments to gather procurement requirements.
- Update stakeholders on delivery timelines and order status.
- Conduct procurement training for non-procurement staff.
- Simplify technical and commercial terms for clear communication.
9. Risk Management & Business Continuity
- Identify critical suppliers and establish contingency plans.
- Assess supplier risks (financial, legal, operational).
- Diversify supplier base to reduce dependency.
- Monitor external risks like logistics delays or price volatility.
10. Time & Project Management
- Manage multiple procurement requests and projects simultaneously.
- Ensure timely delivery of goods and services to support marketing operations.
- Coordinate with logistics to prevent delays.
- Use project management tools (Google Sheets, MS Project, etc.) for tracking.
- Follow up proactively with vendors on pending orders.
Qualifications
- College graduate
- 2-3 years of procurement or supply chain experience (agency or marketing industry background is a plus).
- Strong negotiation, contract management, and vendor relationship skills.
- Proficiency in MS Office, Google Workspace, and procurement/project management tools.
- Excellent communication, analytical, and problem-solving abilities.
- Knowledge of procurement compliance, ethics, and risk management.
