JOB OBJECTIVE

The Procurement Officer for Tolling Services and Manpower position aims to contribute to increased company profit through bottom line savings by effectively identifying and managing tolling services requirements through collaboration with internal stakeholders and tolling service providers. Aims to provide support on the manpower requirements per site assuring compliance to government standards and to the most cost-effective option.

DUTIES AND RESPONSIBILITIES

Communication

  • Communicate tolling matters related to production standards, food safety, such as but not limited to regulatory requirements, preventive actions, non-conformances, corrective actions and recalls. Matters related to government labor standards.

Accountabilities

  • Commodity Leadership

  • Understand the current and future tolling and manpower requirements of the organization.

  • Create cost structure to standardize costing across all tolling service and manpower providers.
  • Act as subject matter expert on tolling services and manpower, should have extensive knowledge on factors affecting cost, quality and service.

  • Cost and Supply Strategy Development

  • Ensure that defined commodity sourcing targets are tracked and achieved on time.

  • Initiate and implement cost savings and simplification strategies.
  • Develop strong collaborative partnerships with business and operations leadership to drive to common objectives.

  • Supplier Development and Management

  • Evaluate capabilities and performance of existing and new set of tolling service and manpower providers.

  • Develop new tolling service and manpower providers as required by business teams in coordination with technical group.
  • Conduct tolling service and manpower provider accreditation and/or audit in coordination with technical group.
  • Develop and lead relationships with tolling service and manpower providers.
  • Responsible for the continuous improvement of tolling service providers' performance to support strategic sourcing initiatives.
  • Ensure tolling service and manpower providers meet NAI's quality, service and pricing requirements

  • Contracting

  • Lead relevant negotiations and create contracts based on mutually agreed terms with tolling service and manpower providers.

  • Explain and cascade contract terms and conditions to tolling service and manpower providers and end-users.
  • Recommend changes to existing contracts to improve implementation.

  • Risk Assessment and Mitigation

  • Identify risks which may have significant impact to the organization in terms of supply, cost, quality and service.

  • Recommend strategies to mitigate risks identified.
FUNCTIONAL KNOWLEDGE & SKILL REQUIREMENTS

Education

  • Degree in Engineering, Business Administration or related courses

Experience / Expertise

  • Minimum two (2) years of work experience in purchasing or Industrial Engineer in a manufacturing facility
  • Graduate studies and/or Purchasing Certification a plus
  • Good grasp of supply chain dynamics and experience in areas of strategy development, Contracting, and Risk identification and mitigation.
