You'll contribute to ending world hunger by ...
Provide strategic leadership, technical direction, monitoring, evaluation, accountability, learning (MEAL) and coordination to design, consult, draft, validate, and deliver endorsed Peer Education Standards, ensuring alignment with national policies, UNICEF child safeguarding/PSEAH, and meaningful adolescent participation.

Key activities in your role will include
Objective 1: Inception Phase

  • Constitute Core Working Group; confirm roles, schedule, and decision rules.
  • Lead desk review (global/national/regional) of peer education across health, WASH, climate action, youth development; map actors; gaps/barriers.
  • Submit Inception Report (methodology; ethics & safeguarding per UNICEF; data tools; youth engagement plan; QA framework; detailed 6-month workplan).

Objective 2: Establish TWG & Adolescent Reference Group (ARG)

  • Form TWG & ARG with inclusive representation; issue ToRs (sub-groups: Training, MEAL, Youth Engagement).
  • Orientation for TWG/ARG; youth-friendly call and selection finalized; foundational training on peer education & policy co-design.

Objective 3: Stakeholder Consultations & Conceptual Framework

  • National/regional consultations (FGDs, KIIs, youth-led dialogues; school/barangay sessions).
  • Produce Conceptual Framework (definition, principles, competencies, ethics, delivery models; policy alignment).
  • Facilitation Guide (SWOT, problem tree, visioning) + Feedback forms (quant/qual); submit Consultation Report (coded themes & recommendations).

Objective 4: Standards Development Workshop & First Draft Standards

  • Convene Standards Co-creation Workshop (TWG/ARG/experts).
  • Submit Workshop Report (background, design, participants, outputs, recommendations, annexes).
  • Submit First Draft Peer Education Standards (Intro; Principles; Core Competencies; Training & Certification; Implementation Models; MEAL; Ethics; Annexes).
  • TWG review meeting; integrate consolidated inputs; produce Draft for Validation.

Objective 5: Rapid Pilot/Field Validation & Validation Workshops

  • Targeted rapid pilot/field validation in 2–3 sites (e.g., one school-based, one community-based; align where feasible with JPARAP areas).
  • Conduct validation workshops (national + focused regional), ensuring safe and inclusive participation.
  • Submit Validated Standards, Policy/Advocacy Brief (2–3 pages), and Validation Report (evidence, adaptations, learning).

Objective 6: Final Package & Endorsement Presentation

  • Integrate final feedback; obtain formal approval (resolution/memorandum).
  • Deliver Final Report Package: slide deck; handouts/infographics; photo/video highlights; roll-out roadmap.
  • Support endorsement/launch and ceremonial handover with TWG/UNICEF.

Do you meet the profile required criteria?

  • Advanced university degree in Nutrition, Nursing, Public Health, Education, or other health-related and social science disciplines.
  • Specialized training in immunization, nutrition programs, WASH, adolescent health, or youth development is highly desirable.
  • Senior-level management training in peer education, project leadership, team coordination, and organizational development.
  • Professional development in facilitation, participatory methods, peer education, project management, monitoring and evaluation, and policy development.
  • Training in social and behavior change communication (SBCC) and gender equality/child rights mainstreaming is a strong advantage.
  • Demonstrated expertise in Project Cycle Management with a proven record of designing, implementing, and evaluating complex, multi-sectoral projects.
  • Strong proficiency in budget management, financial oversight, and donor compliance (preferably UNICEF and other UN agencies).
  • Solid understanding of primary health care service management, adolescent health, WASH, and nutrition programming, with emphasis on youth participation.
  • Knowledge and practical experience in developing and implementing SBCC strategies, especially in health, nutrition, WASH, climate action, and adolescent engagement.
  • Familiarity with Early Childhood Development (ECD), adolescent development, and youth leadership frameworks.
  • Strong skills in multi-stakeholder coordination, capacity building, mentoring, and coaching for government, NGO, and youth partners.
  • In-depth knowledge of humanitarian cooperation, international development frameworks, and partnership building.
  • Previous experience in peer education program design, policy formulation, or standards development is highly desirable.
  • Minimum of 10 years of progressive professional experience in Public Health, Nutrition, WASH, or Youth Development programming, with specific exposure to peer education, adolescent health, and youth engagement initiatives.
  • At least 3 years of direct experience in project assessment, monitoring, evaluation, and implementation.
  • Proven ability to coordinate and represent organizations with diverse stakeholders, including government, UN agencies, civil society, and youth groups.
  • Proven experience in developing peer education analysis and materials
  • Demonstrated leadership and strong capacity to operate under pressure.
  • Familiarity with UN- and government-led cluster systems (Health, Nutrition, WASH, Education), with cluster leadership experience being an asset.
  • Practical knowledge of humanitarian coordination, community participation, institutional strengthening, and partnership development with local NGOs and youth networks.
  • Solid understanding of the humanitarian–development–peace nexus and the integration of resilience in programming.
  • Knowledge of organizational policies, safeguarding standards, accountability frameworks, and donor (e.g., UNICEF) procedures.
  • Excellent written and spoken English and Filipino required.
  • Proficiency in regional/local languages (for Southern Leyte/Samar) is a strong advantage for community engagement
  • Strong command of MS Office applications (Teams, Outlook, Word, Excel, PowerPoint).
  • Proficiency in online collaboration platforms and tools (Zoom, Google Workspace, SharePoint).
  • Experience with data collection/analysis systems (e.g., KoboToolbox) is desirable.
  • Willingness and ability to undertake frequent travel to project sites across the Philippines, including urban, rural, and conflict-affected areas.
  • Experience promoting gender equality, diversity, and child rights in project design and implementation.
  • Experience in mainstreaming GEDSI (Gender Equality, Disability, and Social Inclusion) in youth or health programming.
  • Strong commitment to safeguarding, PSEA (Protection from Sexual Exploitation and Abuse), and child protection principles.
