_ Job Overview/Purpose_:
The HR Officer is responsible in providing HR support, services and advice in areas of Talent Acquisition, Timekeeping & Benefits, Performance Management System and Employee Relations. The HR Officer also serves as the point position in the deployment and implementation of all Corporate HR programs.
_ Duties and Responsibilities:_
Talent Acquisition/Management:
- Ensures effective Talent Acquisition strategies and negotiations to qualified candidates.
- Ensures that all sourcing tools and strategies are exhausted in the completion of manpower requirements.
- Coordinates with department/college/office for manpower requirements to ensure that all posts are provided within the prescribed period.
- Ensures procedural facilitation of employment/hiring which includes processing of Personnel/Faculty Requisition Form & Demo Teaching (if applicable).
- Handles the end-to-end recruitment from sourcing, test administration, hiring, job offer, contract issuance, pre-employment requirement, 201 preparation, payroll endorsement, to personnel movement (regularization).
- Ensures that upon onboarding, employees are provided with Identification Card/DTR, and Job Description.
- Conducts Basic Orientation and refresher to all newly hired employees.
- Coordinates other training programs to HR Head Office Training & Development Section.
- Coordinates with the HR Head Office updates on administrative structures such as Job Description and Organizational Chart, and conduct of internal and external trainings.
- Coordinates with the Talent Acquisition and Timekeeping & Benefits Section issues pertaining to recruitment and timekeeping respectively.
- Ensures timely deployment and facilitation of Employee's Regularization
- Participates and represents the school division in job fairs & other recruitment programs.
- Coordinates with the HR Head Office hiring of shared services personnel.
- Prepares monthly statistical reports on:
a. PRF monitoring;
b. PAF monitoring;
c. Manpower;
d. New Hires Database; and
e. KPIM Monthly Progress Report.
- Safe keeps all 201 files and maintains an updated database.
- Gathers end of semester Employee Evaluation Results.
Employee Relations:
Attends to queries and grievances of employees; handles due process for minor cases and forwards incident reports (serious & grave cases) to HR Head Office for processing.
Coordinates with various department/colleges/offices for the implementation of Employee's Recreational & Fellowship programs and activities.
Ensures timely distribution of employee incentives (Perfect attendance & Birthday Tokens)
Timekeeping & Benefits:
- Processes, encodes and posts submitted timekeeping forms, attendance and information to Payroll System.
- Verifies attendance, hours worked, and attendance adjustments, and posts information in the system.
- Processes and facilitates requests and handles queries related to government mandated benefits and regulatory requirements.
- Receives, verifies, and processes forms and documents for Benefits administration such as SSS/HDMF loans, sickness, maternity, PHIC, BIR updates & other related government and regulatory documents.
- Compiles and summarizes reports and statements related to benefits.
- Prepares acknowledgement receipts of employee resignation.
- Facilitates employee clearances in coordination with the respective signatories and submits such to Payroll for final pay processing.
- Prepares monthly report and database on the following
- Tardiness & Absences;
- Resigned employees;
- Perfect Attendance;
- Disciplinary Action on Tardiness;
- Clearance Monitoring; and
- Exit Interviews.
- Prepares Employment Certificates.
- Prepares memoranda/communication on Local Holidays.
- Ensures that all 201 of resigned employees are well kept and filed in the archive.
- Ensures compliance with government regulations on Benefits administration and timekeeping related labor standards.
- Performs other related duties that may be assigned from time to time.
Qualifications:
- Graduate of BS Psychology, Behavioral Science or Human Resources Management
- RPM, CHRP is an advantage but not required.
- At least 3 years work experience as a Generalist
