Registration Manager

JOB SUMMARY

Leads the end-to-end motorcycle registration process, ensuring timely release of Official Receipt Certificates of Registration (ORCR) and plates, full compliance with government regulations, and proper documentation.

The role also ensures the following:

  • On-time submission of ORCRs and plates to financing partners
  • Monitors the performance and service level of third-party liaisons
  • Coordinates with stores and agencies to resolve registration concerns and support customer satisfaction.

KEY RESPONSIBILITIES

Registration Operations

  • Manage and monitor the nationwide registration process for all motorcycle units, ensuring accurate and timely release of ORCRs and plates.
  • Ensure on-time submission of ORCRs and plates to financing partners as per agreed timelines.
  • Maintain a centralized, updated database of all registered units, covering status tracking, renewals, and compliance deadlines.

Liaison & Vendor Management

  • Monitor the performance of third-party liaison officers, ensuring achievement of agreed SLA targets for ORCR and plate release.
  • Oversee timely processing of liaison billings and coordinate with Finance for payment.
  • Manage timely renewal of liaison contracts, ensuring compliance with company standards.
  • Monitor the compliance to Compulsory Third-Party Liability (CTPL) insurance requirements for all registrations, including the timely renewal of insurance provider contracts.
  • Supervise the coordination with store branches, logistics, and other departments for document transfers, updates, and resolution of registration issues.
  • Address internal, financing partner, and customer inquiries on registration status and compliance matters.

Compliance, Documentation and Reporting

  • Ensure full compliance with all Land Transportation Office (LTO) rules, regulations, and requirements.
  • Checks and reviews the store adherence to registration policies and guidelines.
  • Monitor the timely submission of PNP Certificate of Stock Report (CSR) by suppliers, as this is a prerequisite for registration processing.
  • Maintain organized, complete, and auditable registration records.
  • Prepare regular reports on registration performance, SLA compliance, delays, and cost metrics.

Process Improvement & Risk Management

  • Recommend and implement process improvements, digital tools, and system integrations.
  • Establish risk controls to prevent fraud, loss of OR/CR documents, or regulatory penalties.
  • Validate registration-related fees with LTO offices and provide timely updates to management.

QUALIFICATIONS

Experience
:

  • Preferably at least 5 years of experience in registration, government compliance, dealership operations or any related experience.
  • With proven track record in managing teams and external liaisons.

Skills
:

  • Strong understanding of LTO processes, policies, and documentation requirements.
  • Familiarity with LTO systems and platforms
