Operations Unit Head

ROLE PURPOSE

• Directs and oversees the day-to-day operations and maintenance team and activities of the plant by leading, encouraging, motivating, coordinating and supporting to achieve production target, according to treated water quality, compliance requirements and cost specifications, in a safe workplace.

RESPONSIBILITIES

• Monitors, analyses and anticipates the plant process and compliance of water supply
• Analyses failures and contingencies; proposes and implement solutions
• Directs facility personnel, institutes plant policies and procedures, and manages all operation work performance 24/7.
• Prepares preventive and corrective action programs and SOPs as mitigation to risks on operation.
• Coordinates and communicates facility operation planned activities and emergency repairs to line manager and to concerned department.
• Oversees materials inventory in the assigned facility.
• Formulates operational philosophies of assigned water supply facilities operations.
• Verifies billings and payments on works done by vendors are correct.
• Supervises the up keeping and maintenance of all facilities (including civil works, mechanical & electrical equipment, instrumentation, pipes, lightening, regulatory controls, etc.).
• Participates in the development of Plant Maintenance Strategy, elaborates the maintenance program, prepares and updates the Standard Maintenance Procedures with the support of Engineering.
• Monitors corrective, predictive and preventive maintenance: condition monitoring, preventive, reactive and breakdown maintenance works associated with the plant; Organizes and follows up maintenance works and external sub-contractor activities
• Participates in the "criticality" and reliability assessment analysis of the plant; identifies critical/sensitive material and list critical spare parts to be provided.
• Implements action items from the facility health check and asset condition report.
• Contributes to the maintenance contracts preparation and implementation, appraises the technical value of quotations, and eventually negotiates with the suppliers for main works together with the Engineering and Procurement teams
• Participates in the development, deployment and applies maintenance work under the CMMS (EAM)
• Where applicable, ensures availability and good condition of spare parts, tools, and materials for maintenance (plant workshop/store).
• Recommends strategic and tactical plans on water treatment plant operations, intake and treated reservoir for system improvements.
• Develops and recommends improvement.
• Implements facility protocols during project execution indicated in the capital investment plan.
• Provides detailed input on the current condition and performance of critical assets, including maintenance history, reliability issues and their impact on production efficiency.
• Identifies and justifies proposed investments such as equipment upgrades, replacements or new installations, supported by estimated costs, expected operational benefits and alignment with strategic business goals.
• Continuously optimizes the plant operation; Checks efficiency by selecting applicable relevant performance and development indicators.
• Monitors team performance regularly and systematically to ensure productivity, high quality and cost-effective results.
• Anticipates the future needs and proposes to the Management improvements seeking to reduce costs and improve plant availability and reliability.
• Prepares annual budget and supervise expenditures from the approved budget.
• Ensures the application of Health and Safety rules, plans and procedures, internally and by external subcontractors and suppliers; Constantly advises, controls and engages the team and contractors, promoting proactive initiatives, safe behaviours and developing a safety culture.
• Ensures overall safety of and in the facilities.
• Develops QMS and processes SOPs.
• Complies all legal requirements on time as required by regulating bodies.
• Acts as the Safety Officer and Pollution Control Officer in compliance to all legal requirements required of the role.
• Develops relationships with regulators and other stakeholders within immediate jurisdiction.
• Acts as Kasangga on health, safety, environment, energy, quality, security, etc. for the facility.

QUALIFICATIONS:

• Proven experience as program manager or other managerial position

• Thorough understanding of project/program management techniques and methods

• Excellent knowledge of performance evaluation techniques and key metrics

• Outstanding knowledge of data analysis, reporting and budgeting

• Working knowledge of MS Office and program management software (e.g. Basecamp, MS Project etc.)

• A business acumen with a strategic ability

• Excellent organizational and leadership skills

• An analytical mindset with great problem-solving abilities

• Excellent communication skills

• Engineering graduate
