Job Summary:

Responsible for managing the Purchasing Department and all purchasing functions form receipt of purchase requestions up to delivery of goods and/or services to Requisitioning Departments.

Specific Duties and Responsibilities

  • Receives all incoming Purchase Requests (PR) form different functional heads, checks completeness and assigns PR's to the corresponding purchasing section (Strategic, Technical or Central Purchasing)
  • Oversees, monitors and supervises the day-to-day activities of the entire Purchasing Department.
  • Supervises the data gathering and database management that is done by the Purchasing Department.
  • Evaluates and analyses all documents prepared and received by the purchasing group such as: Proposals and from suppliers, AOQ, and Purchase order.
  • Leads the weekly Purchasing Functional Meeting to include review of Minutes of Meeting and preparation of the meeting Agenda.
  • Conducts alignment meeting with requisitioning departments to discuss and understand their needs and requirements.
  • Conduct cost / benefit analysis based on the submitted proposals in preparation for negotiations.
  • Strict implementation of Accreditation and Suppliers Evaluation for existing suppliers for Technical, Central and 3rd party Outsourcing.
  • Ensures timely delivery of products and services in compliance with agreed contracts.
  • Prepares Monthly Cost Savings Report for Purchasing
  • Assists in the preparation of Draft Contracts related to services in collaboration with relevant functional heads and the Legal head
  • Conducts review, Updating, and preparation of Purchasing Policies & Procedures (zero process deviation)
  • Develops KRA / KPI for the purchasing Department in consultation with HR.
  • Develops annual Plans & Programs for Purchasing.

Qualifications:

Work experience:

  • At least 20 years of technical purchasing and sourcing experience with manufacturing companies.

Educational Background:

  • Graduate of Engineering course (Mechanical, Civil, Electrical, Industrial or Equivalent) from reputable school. Licensed Engineer is desirable.

Other knowledge and skills:

  • Exposure to various ERP/MRP and IT systems, computer literate
  • Extensive project management experience
  • Good written and verbal communication skill in English are required
  • Good commercial and technical negotiation skills
  • Considerable experience in international and local purchasing
  • Ability to recommend supplier for accreditation / evaluation
  • Exposure in contract management and service agreements
  • Good analytical skills and interpersonal skills

Job Type: Full-time

Pay: Php100, Php150,000.00 per month
