Chong Hua Hospital is looking to hire an experienced and highly motivated Finance Manager who is responsible for the design, development, and implementation of various finance functions related to supporting management affairs as well as operations-related activities. S/He plans, directs, and evaluates the delivery of cost-control measures, parameter, and programs across the organization based on business directions and/or management directives.

As a member of the CHH executive team, the Finance Manager participates in key business decisions and serves in a leadership role which aims to create and cultivate a working environment in which collaboration is valued as well as excellence in service is promoted and achieved.

As the strategic leader, s/he ensures the advancement of the profession of his/her staff, talent management, retention, succession, and effective program implementation in Chong Hua Hospital.

JOB DUTIES & RESPONSIBILITIES

  • Financial Management, e.g. ensures fairly accurate monthly financial and cash flow reports based on specific unit/department requirements; ensures accurate and timely posting of accounts, invoices, account payments, etc.; investigates notable deviations from established parameters for each department, such as expenses or accounts delinquency, etc. collaborates with the department head to implement protocols and standards to address the gap; analyzes daily bank reconciliations and placements, as applicable and ensures that accounts are adequately funded to cover daily disbursements.
  • Treasury Management, e.g. ensures accurate and timely service provision, cash management and managing daily liquidity positions and likewise manages day-to-day activities in treasury functions to meet the financial obligations of the organization.
  • Develops annual plans, which are discussed with managers and stakeholders to agree on systems that will help and enhance governance and compliance.
  • Provides guidance and advice for teams within the organization to make sure that developments and processes are legal and work towards achieving company-wide goals.
  • Ensures the integration of quality, service and efficiency improvements into day-to-day operations.  Leverages new and existing technologies to improve care and secure efficiencies.
  • Closely coordinates with all executive leaders to ensure continuity and collaboration of services.
  • Ensures achievement of balanced scorecard goals for the hospital and assures that the strategies and tactics are aligned with the goals and priorities of the system as a whole.
  • Ensures legal defensibility and compliance with the applicable government regulations and standards that drive value to CHH clients and the community.
  • Writes and submit reports to the ASVP-Business Operations, CEO, COO, and BOT in all matters of importance.
  • Remains current on issues and trends impacting the healthcare environment and serves as a resource to others.
  • Explores risk management opportunities and provide recommendations on potential returns and risks.
  • Establishes business networking relationships with government agencies, and professional organizations.

  • Analyzes and evaluates documents, prepares reports that reflect the whole process. These reports are often presented to key members of the hospital to ensure all staff members are working toward the same goals and complying with regulations.

  • Prepares and presents monthly reports and provides recommendations for improvement on organizational systems, policies, procedures to enhance governance compliance and control.
  • Assesses existing programs; discontinues programs when they cease to meet objectives.
  • Actively participates in the development, review and evaluation of decisions effecting policies and procedures and programming to ensure compliance with hospital and healthcare goals and objectives for medical, ancillary service and administrative departments.
  • Reviews existing compliance risk management practices, proposes alternative risk management approaches to enhance governance and compliance to government regulations.

  • Develops appropriate key performance indicators to monitor and drive the financial performance of the organization.

  • Ensure proper training of all personnel working on recruitment, compensation & benefits, employee relations, and labor relations.

  • Performs other duties and responsibilities as may be assigned or requested by immediate superior from time to time.

  • Champions CHH's standard operating procedures and policies.
  • Oversees the development and placement of safety strategies and continuous quality improvement of service initiatives in the hospital.

QUALIFICATIONS

  • Master's / Doctorate Degree in Business Administration, Business or related discipline.
  • With at least 5 years' of related work experience; inclusive of experience in the management level.
  • Knowledge of organization policies, procedures, systems and objectives.
  • Knowledge of manpower audit management, deployment management, human resource management techniques, and health care administration systems.
  • Experience developing performance metrics and maintaining accountability in key areas of client satisfaction, quality improvement, audit and risk management system.
  • Working knowledge of data analysis and performance/operation metrics.
  • Working knowledge of IT/Business infrastructure and MS Office.
  • Aptitude in in exercising initiative, judgment, decision-making and problem-solving.
  • Possesses leadership qualities to aid in building, maintaining, and elevating relationships with CHH internal and external stakeholders and drive the achievement of business strategies and results.

  • Sound administrative principles

  • Has completed a Basic Management Course, preferably with Lean Management certification.
  • Excellent English communication skills, both oral and written. Able to communicate in Visayan dialect and/or Tagalog.
