Job Overview

The Project Monitoring and Evaluation Officer will assist the Water and Air Quality Monitoring Section (WAQMS) in evaluating and reviewing Self-Monitoring Reports (SMR) and Compliance Monitoring Reports (CMR) submitted by various establishments. The role involves technical support in environmental compliance monitoring, data validation, and report preparation to ensure adherence to environmental standards under EMB-NCR's regulatory functions.

Minimum Qualifications

Education:

• Bachelor's Degree in Engineering (preferably Environmental, Sanitary, Chemical, Civil, or Mechanical Engineering) or any Science-related course (e.g., Environmental Science, Chemistry).

Eligibility:

• Not required for COS positions; PRC-licensed engineers are preferred.

Skills and Competencies:

• Basic knowledge of pollution control technologies and waste management practices
• Strong analytical and problem-solving skills for interpreting environmental data
• Excellent organizational and time-management abilities
• Proficiency in computer applications and relevant software
• Strong written and verbal communication skills in English
• Ability to work independently or as part of a team

Experience:

• Experience in environmental compliance or monitoring is an advantage but not required.

Key Responsibilities

Monitoring and Evaluation Functions:

• Review and evaluate submitted CMRs and SMRs for water and air quality compliance.
• Assist in the inspection of industrial and commercial establishments as needed.
• Support the preparation of Integrated Compliance Inspection and Evaluation Reports.
• Conduct computations for pollution load estimation when required.
• Prepare summaries, assessment notes, and reports based on evaluated data.

Technical and Field Support:

• Participate in ambient water quality monitoring activities across NCR water bodies.
• Assist in data gathering and consolidation for environmental assessments.

Administrative and Other Duties:

• Draft correspondence and documentation related to compliance findings.
• Perform other related tasks assigned by the immediate supervisor.
