Job Overview:

The Environmental Monitoring Officer (EnMO) will be responsible for supporting solid waste management enforcement, education, and planning efforts. The position requires field monitoring, technical assistance, and collaboration with local government units (LGUs) to ensure compliance with environmental regulations.

Minimum Qualifications:

Education:

  • Bachelor's degree in Engineering (Mechanical, Civil Engineering, Civil Sanitary, Chemical Engineering, Mining Engineering, Industrial Engineering), Biology, Environmental Science, or Geology.
  • Physically fit and capable of conducting field monitoring.
  • Eligibility: Not required for COS; PRC-licensed engineers preferred

Key Responsibilities:

Enforcement Functions:

  • Monitor and geotag unclean sites.
  • Coordinate with barangay and city/municipal LGUs for site clean-ups.
  • Assist in Technical Conferences related to Notices of Violation (NOVs).
  • Support the monitoring and inspection of Solid Waste Management (SWM) facilities such as Material Recovery Facilities (MRF), Sanitary Landfills (SLF), and Recycling Centers (RCAs).

Education & Advocacy:

  • Provide technical assistance to barangays for SWM programs and training.
  • Support outreach and advocacy during National Clean-Up Day, Environment Month, and International Coastal Clean-Up (ICC).

Technical & Planning Support:

  • Conduct site suitability assessments for SLFs and SWM facilities.
  • Assist in the conceptual design of SWM infrastructure.
  • Review and draft endorsements for 10-year SWM plans.
  • Manage and update LGU SWM SCMAR data.
