This role is a leadership role  responsible for driving strategic and operational excellence across core HR pillars: policies and governance, performance management, employee engagement, learning & development, internal communications, and employee relations.

Policies and Governance

  • Develop, update, and implement HR policies, handbooks, and internal guidelines
  • Ensure compliance with DOLE regulations and labor standards
  • Lead internal audits and documentation closure across HR functions
  • Serve as point person for policy interpretation and enforcement

Performance and Rewards

  • Spearhead performance review cycles, calibration sessions, and feedback mechanisms
  • Align performance outcomes with employee's career progression
  • Partner with MANCOM in planning the career progression of their respective teams
  • Support the Head of Human Resources in refining the performance metrics/frameworks
  • Partner with Head of Human Resources in developing a rewards program to retain top talent

Learning and Development

  • Design and implement learning programs that support onboarding, upskilling, and leadership development
  • Partner with Department Heads to identify capability gaps and training needs
  • Monitor L&D effectiveness through feedback, participation rates, and impact metrics
  • Promote a culture of continuous learning and internal mobility

Employee Relations

  • Handle sensitive employee cases with fairness, confidentiality, and authority
  • Partner with the Head of People and Culture in conflict resolution
  • Draft and issue employee-facing communications related to policies, performance, and rewards

Employee Engagement

  • Launch initiatives that foster employee connection, morale, and belonging
  • Analyze engagement data (e.g., surveys, feedback loops) to inform strategy
  • Collaborate with cross-functional teams to embed culture into daily operations
  • Support wellness, recognition, and team-building programs

Internal Communications

  • Develop and deploy clear, timely, and audience-appropriate HR communications
  • Ensure consistent messaging across channels for policies, performance, and engagement initiatives
  • Partner with leadership to cascade strategic updates and cultural narratives
  • Maintain communication calendars and feedback mechanisms to improve reach and clarity
