Job Summary:

The HR Policy Development Officer is responsible for formulating, reviewing, and updating human resource policies, guidelines, and procedures to ensure alignment with organizational goals, labor laws, and best HR practices. The role involves conducting research, benchmarking, and consultation with various departments to create policies that promote fairness, efficiency, and compliance across all HR functions.

Key Results Areas (KRA) and Duties

1. Policy Formulation and Review

  • Develop and draft new HR policies, guidelines, and manuals aligned with organizational needs and legal requirements.
  • Conduct periodic reviews and revisions of existing HR policies to ensure continued relevance and compliance.
  • Benchmark HR policies with industry standards and best practices.
  • Ensure policy harmonization across all HR functions (e.g., recruitment, compensation, performance management, employee relations).

2. Compliance and Legal Alignment

  • Monitor changes in labor laws, civil service rules, and government regulations affecting HR policies.
  • Ensure all HR policies comply with applicable labor and government standards.
  • Coordinate with legal and compliance units to validate policy interpretations and implications.

3. Research and Analysis

  • Conduct studies and data analyses to assess the impact and effectiveness of HR policies.
  • Gather feedback from employees and managers to identify areas for improvement.
  • Prepare policy papers, recommendations, and reports for management approval.

4. Communication and Implementation

  • Prepare and disseminate policy circulars, memoranda, and updates.
  • Conduct policy orientation and training sessions for employees and managers.
  • Provide guidance to HR staff and line units regarding the interpretation and application of policies.

5. Documentation and Record Management

  • Maintain a centralized and updated HR policy database and repository.
  • Ensure version control and documentation of all approved HR policies and revisions.

Qualifications

Education:

  • Bachelor's degree in Human Resource Management, Public Administration, Business Administration, Psychology, or related field.
  • Master's degree or specialized training in HR policy or organizational development is an advantage.

Experience:

  • At least 2–3 years of experience in HR policy formulation, HR planning, or organizational development.
  • Experience in public sector HR management is an advantage (if government agency).

Competencies:

  • Strong understanding of labor laws and HR best practices.
  • Excellent research, writing, and analytical skills.
  • Strong attention to detail and ability to interpret complex information.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint).
