About the Role – Employee Relations Officer
As the Employee Relations (ER) Officer, you will safeguard a fair, compliant, and high-performance culture at Salmon. You will be the first point of escalation for employee concerns, managing sensitive investigations and partnering with HR, Risk, and Compliance teams to ensure alignment with Philippine labor laws, BSP regulations, and data privacy statutes.
Key Responsibilities
1. Case Management & Investigations
- Receive, triage, and investigate ER cases (e.g., harassment, discrimination, Code of Conduct breaches, fraud alerts, AML-related behavior).
- Develop investigation plans in line with the Data Privacy Act (RA 10173); maintain confidentiality and complete closure reports within BSP timelines.
- Oversee the grievance process from complaint to resolution, ensuring fairness and legal compliance.
- Handle DOLE cases and represent Salmon in SENA hearings and negotiations.
- Maintain ER trackers and case files.
2. Policy & Regulatory Compliance
- Interpret and apply the Philippine Labor Code, DOLE Department Orders, BSP Circular 1048 (fit-and-proper rule), and relevant SEC/IC regulations.
- Draft, update, and audit HR policies (e.g., Code of Conduct, Employee Handbook, Whistleblowing).
- Coordinate with Compliance & Risk on AML/CFT-related employee issues.
3. Conflict Resolution & Coaching
- Lead conciliation-mediation sessions (DOLE-recognized); engage NCMB when needed.
- Coach managers on progressive discipline per the 2023 DOLE Handbook.
4. Data Analytics & Reporting
- Prepare monthly ER reports for senior management, Risk, and BSP compliance.
- Track metrics (case volumes, root causes, remediation costs) and benchmark vs. industry peers.
5. Program Development
- Design and implement ER initiatives:
- Hotline improvements
- Anti-retaliation campaigns
- E-learning modules on Code of Ethics
Qualifications
- Bachelor's degree in Psychology, HR, Legal Management, or related field (Master's/JD a plus).
- 4–7 years of progressive ER or HR Business Partner experience.
- Proven experience in complex workplace investigations with minimal DOLE/BSP escalations.
- Deep knowledge of: Philippine Labor Code, DOLE policies, BSP Circulars 1048/1128, Data Privacy Act and AML/CFT employee-conduct provisions.
- Preferred certifications: NCMB/PMCM Mediation, SHRM-SCP, SPHRi.
- Bilingual fluency: English and Filipino (Visayan/Cebuano a plus).
- High emotional intelligence, discretion, and familiarity with handling confidential banking data (Sec. 55, General Banking Law).
- Willingness to travel nationwide.
