Role Overview

The HR Manager will lead strategic initiatives in organizational development and labor relations to support operational excellence in a power plant environment. While the plant is non-unionized, this role will focus on fostering strong employee relations, ensuring labor law compliance, and building a positive workplace culture. The HR Manager will also design and implement development programs to enhance workforce capability, engagement, and retention.


Key Responsibilities

Organizational Development (OD)

  • Assess organizational needs and design initiatives to enhance team capability, leadership effectiveness, and overall employee engagement.
  • Develop, implement, and evaluate learning & development programs, including leadership training, technical upskilling, and succession planning.
  • Facilitate change management initiatives to support operational improvements and cultural transformation.
  • Oversee performance management processes, ensuring alignment with company goals and fair, consistent evaluations.
  • Partner with department heads to identify high-potential employees and implement career development pathways.

Labor & Employee Relations (Non-Union Environment)

  • Maintain a healthy and compliant workplace by ensuring adherence to Philippine labor laws, company policies, and safety regulations.
  • Proactively address employee concerns, grievances, and workplace issues to prevent escalation.
  • Foster open communication channels between management and employees to promote trust, engagement, and collaboration.
  • Develop and enforce clear HR policies and procedures to support consistency and fairness in the workplace.
  • Monitor labor market trends and regulatory updates to ensure proactive compliance.

Qualifications
  • Bachelor's degree in Human Resources Management, Psychology, Business Administration, or a related field; Master's degree is an advantage.
  • Minimum of 5 years' experience in HR management, with strong exposure to organizational development and employee relations in an industrial, energy, or manufacturing setting.
  • Proven track record in training design, performance management, and employee engagement initiatives.
  • In-depth knowledge of Philippine labor laws and HR best practices in a non-unionized environment.
  • Strong communication, facilitation, and conflict-resolution skills.
  • High level of integrity, confidentiality, and professional judgment.
  • Amenability to work onsite in Bataan is a must.
