Position Summary:

  • The Payroll Administrator is responsible for processing accurate and timely payroll, ensuring compliance for both local and regional operations. This includes managing payroll cycles, statutory remittances, benefits administration, and HRIS data management. The role also involves addressing employee inquiries, ensuring legal compliance, and staying updated on regulatory changes. Strong attention to detail, organizational skills, and knowledge of payroll and tax regulations are essential.

Key Responsibilities

A. Payroll Processing

  • Process the complete payroll cycle (semi-monthly/monthly) in compliance with company and legal requirements.
  • Review and validate timekeeping data including attendance, tardiness, overtime, shift differentials, leaves, and adjustments.
  • Process salary changes, allowances, back pay, final pay, 13th‐month pay, and other payroll-related computations.
  • Generate and verify payroll registers, variance reports, and supporting documents prior to final approval.
  • Ensure accurate bank uploads, payroll disbursement, and posting of payroll entries

B. Government Compliance and Remittances

  • Ensure correct application of statutory ceilings, rates, and exemptions.
  • Compute and remit statutory contributions
  • Prepare, file, and reconcile local government forms and reports, such as:
  • SSS R3/R5 reports
  • PhilHealth ER2, premium reports
  • Pag-IBIG M1-1, loan remittances
  • BIR 1601-C, Alphalist, BIR Form 2316 (annually)

C. Compensation & Benefits Administration

  • Administer employee benefits such as health insurance, life insurance, 13th-month pay, allowances, and incentives.
  • Oversee the benefits enrollment process, ensuring accurate documentation and coordination with third-party providers.
  • Administer leave programs (sick leave, vacation leave, maternity/paternity leave, etc.) and ensure accurate tracking of employee leave balances.

D. HRIS and Data Management

  • Maintain and update employee records in the HRIS system (e.g., employee personal information, compensation data, benefits enrollment, payroll history).
  • Ensure data accuracy, confidentiality, and compliance with data privacy laws.
  • Generate reports on payroll, benefits, and compensation data as requested by HR leadership and other departments.

E. Employee Support & Query Resolution

  • Serve as the point of contact for employees regarding payroll, benefits, and HRIS-related inquiries.
  • Address and resolve payroll discrepancies, benefits-related concerns, and assist employees with understanding their compensation packages.
  • Provide training and orientation to new hires on payroll, benefits, and leave policies.
  • Assist in communicating policy updates related to compensation and benefits.

F. Legal & Regulatory Updates:

  • Stay updated on changes in Philippine labor laws, tax regulations, and other statutory requirements that may impact payroll or benefits administration.
  • Update payroll procedures and policies as necessary to comply with legal changes.

Qualifications

  • Bachelor's degree in Human Resource Management, Accounting, Finance, Business Administration, or a related field.
  • At least 3–5 years of experience in payroll administration with a focus on tax regulations and statutory contributions.
  • Knowledge of local government portals: SSS, Pag-IBIG, PhilHealth, and BIR.
  • Proficiency in MS Excel (pivot tables, VLOOKUP, formulas).
  • Familiarity with payroll systems and HRIS tools.
  • Experience with BIR eFPS and eBIRForms for tax filing.
  • Knowledge of Alphalist preparation and other BIR reporting forms.
