General Duties and Responsibilities

Estimates and Costing:

  • Prepares financial submittals including Proposal Form, Bill of Quantities, Exclusions and Qualifications, and other financial documents as required.
  • Conduct joint bid documents and plan review with the QS team to determine all project deliverables, trade packages missing information or missing documents.
  • Ensure complete and timely submission of quantity take-offs.
  • Prepare request for quotation to trade suppliers and subcontractors.
  • Ensure that all trade package proposals were secured prior to the deadline of bid submission.
  • Review project requirements, terms of reference, instruction to bidders and other bid documents prior to bid preparation.
  • Ensure timely acquisition of cost proposals from suppliers and subcontractors prior to the bid submission deadline.
  • Ensure that bill of quantities is filled out, properly marked, and conforming to the drawings and specifications.
  • Prepare initial cost estimate for review of Section Head and Manager ensuring all quantities, quotations, and assumptions are in accordance with bid requirements.
  • Review contract documents and contract attachments prior to finalization of the contract agreement.

Liaise with Project Stakeholders:

  • Liaise with clients and construction management team regarding project details and issuance of bid documents, tender clarifications, tender bulletins.
  • Contribute to the preparation of tender queries request for information be submitted client during bidding.
  • Attend meeting for the reconciliation of quantities with client's Quantity Surveyors.
  • Attend Prebid meetings, site visits, and clarification meetings.

Coordination with Technical Team:

  • Disseminate to Technical team the list of technical submittals.
  • Coordinate with operations team regarding proposed implementation plan for each project.
  • Take part in technical meeting with operations to determine applicable project implementation strategy.
  • Take part in the discussion regarding information, concerns and issues determined during site inspection.

Collaborate with Other Departments:

  • Coordinate and disseminate project details to Planning, Design, Contract and Technical teams.
  • Collaborate with Contracts department regarding initial review of draft contract of the projects.
  • Collaborate with Planning department regarding preparation of construction schedule of the projects for bidding.
  • Collaborate with Design and Build Team regarding project information and requirements.

Collaborate with Operations Team:

  • Assist in project briefing to the management and the operations team after finalization of the award of the project.
  • Liaise with the project team regarding considerations, assumptions, exclusions, and qualifications made on the submitted tenders.
  • Turn over to project team all issued plans, specifications, written instruction and communication, tender bulletins, and all other bid documents.
  • Reconcile bid quantities with the derived rehashed quantities of operations team.

Trainings and Seminars:

  • Attend personal development and technical skill improvement seminars.
  • Conduct internal technical trainings, seminars, and workshop for technical services department.
