Human Resource Team Lead

Location: Manila, Philippines

Starting date: as soon as possible

Monthly Gross Salary: starts at Php 50,000.00

JOB DESCRIPTION

The HR Team Lead provides directions to the HR staff, supervises day-to-day operations, and drives continuous improvement across all HR functions including recruitment, onboarding and offboarding, payroll management, employee relations, compliance, and HR information systems. The role involves active collaboration with other team leads and Senior Management, external partners, and international stakeholders to ensure timely and effective HR service delivery.

ROLES AND RESPONSIBILITIES

The HR Team Lead is responsible for overseeing key HR functions across multiple FSD locations (Manila, Geneva, International), ensuring alignment with organizational goals and compliance with policies and procedures. The roles and responsibilities include:

  • Recruitment (Manila, Geneva, International)
  • Lead the full recruitment lifecycle for Manila, Geneva and FSD international staff, ensuring timely, efficient, and compliant hiring processes.
  • Supervise recruitment for key departments (Finance, IT, HR, Admin, Fundraising, Communication) and international deployments to FSD Field Operations.
  • Establish and maintain partnerships with external recruitment agencies to fulfill staffing needs.
  • Review and approve job descriptions, terms of reference, and recruitment strategies in coordination with hiring managers.
  • Onboarding and Offboarding
  • Oversee and continuously improve onboarding and orientation processes to ensure consistent and positive employee experience across locations.
  • Ensure new hires are effectively integrated, equipped, and compliant with organizational policies and procedures.
  • Monitor Pre-Employment Medical Examination (PEME) results through direct coordination with the clinic, and work closely with the Admin team to ensure the timely completion and updating of Annual Physical Examinations (APE) for all staff
  • Lead offboarding procedures, including exit interviews and clearance processes, ensuring smooth transitions and complete documentation.
  • Payroll and Benefits Administration (Manila, Geneva and International)
  • Manage payroll operations for Manila, Geneva, and FSD international staff, ensuring accurate and timely processing of regular and final pay, salary adjustments, and bonuses.
  • In-charge of preparation, processing and validation of Manila payroll incl. remittance of government contributions (SSS, PhilHealth, Pag-IBIG, and BIR).
  • In-charge of preparation and processing of Manila payroll reports for finance reconciliation and ensure compliance with statutory and internal requirements.
  • Supervise computation of leave conversions, separation pays, and other payroll-related transactions.
  • Lead annual salary declaration and reporting processes for Geneva staff.
  • HRIS and Employee Records Management
  • Oversee implementation and maintenance of HRIS (e.g., Personio) to ensure data accuracy and process automation.
  • Maintain complete, up-to-date, and secure digital and physical employee records.
  • Supervise tracking and use of contract templates, HR forms, and employee letters.
  • Monitor HR mailboxes and ensure timely follow-up on requests and documentation.
  • Employee Relations and Policy Implementation (Manila)
  • Serve as the focal point for HR-related concerns and disciplinary matters in the Manila office.
  • Ensure compliance with labor laws, internal policies, and international HR standards.
  • Guide managers and employees in applying HR policies fairly and consistently.
  • Lead review and update of HR manuals and policies in coordination with Senior Management.
  • Reporting and Compliance Management
  • Prepare HR reports and workforce data for internal and external use.
  • Maintain and review HR trackers (Active List, queries log, recruitment status) for audit and planning purposes.
  • Coordinate with Finance for headcount budgeting, workforce planning, and reporting.
  • Ensure compliance with ISO standards and local labor audits.
  • Travel and Flights Coordination
  • Oversee travel arrangements and bookings for Geneva and international staff in line with policy.
  • Manage travel platforms (e.g., Egencia, AirPlus), billing, and documentation.
  • Ensure accurate record-keeping and cost-effective travel planning.
  • Auditing and ISO compliance
  • Conduct payroll audits for Manila, Geneva, and international staff to ensure accuracy and compliance with internal policies and labor regulations.
  • Manage HR-related ISO compliance activities, including audit preparation, documentation, and coordination with relevant offices.
  • Ensure all HR records (contracts, job descriptions, personnel files) are complete, up-to-date, and aligned with ISO standards.
  • Address audit findings and non-conformities by coordinating corrective actions and supporting continuous improvement.
  • HR Team Supervision and Administrative Leadership
  • Supervise and mentor the HR team, providing strategic direction and day-to-day guidance.
  • Lead process improvements and innovation in HR practices and workflows.
  • Represent the HR team in internal meetings and act as the liaison for Manila HR with global offices.
  • Ensure HR compliance across locations and lead HR-related internal/external audits.

MANDTORY COMPETENCIES

  • EDUCATION: Degree in BS Psychology, HR Management, Accountancy, or a related field.
  • LEADERSHIP: Demonstrated leadership experience, with at least 5 years of experience as a Senior HR Supervisor or Assistant HR Manager.
  • EXPERIENCE: Extensive experience in recruitment, including roles in Accounting, IT, and international hiring (especially in Switzerland and other EU countries). Strong background in onboarding and offboarding processes. Knowledgeable in processing Philippine payroll. Familiar with the Philippine Labor Code and employee relations.
  • COMMUNICATION: Excellent command of the English language, both written and verbal.
  • SKILL: Proficient in MS Office applications, MS Teams, SharePoint, and Outlook. Proficient in using HRIS and recruitment tools (e.g., Personio or similar systems).
  • OTHER: Proven ability to handle confidential information with integrity. Strong attention to detail and problem-solving skills. Can work independently.

PREFERABLE COMPETENCIES

  • Knowledge in ISO and HR Auditing processes and compliances.

Job Type: Full-time
