The Human Resource Manager is responsible for planning, leading, and coordinating the HR functions of the organization. This role ensures effective talent acquisition, employee development, performance management, employee relations, compensation and benefits administration, compliance, and implementation of HR policies and programs that support organizational goals.
Key Responsibilities
A. Recruitment & Staffing
- Develop and execute recruitment strategies to fill manpower requirements.
- Oversee end-to-end recruitment process, including sourcing, interviews, selection, and onboarding.
- Maintain manpower planning and ensure timely hiring of qualified candidates.
B. Employee Relations
- Foster a positive and compliant working environment.
- Handle employee concerns, grievances, and disciplinary actions.
- Advise management on employee relations and conflict resolution.
- Ensure consistent implementation of company policies and the labor code.
C. Performance Management
- Implement and monitor performance appraisal systems.
- Guide managers in setting KPIs and development plans.
- Recommend promotions, transfers, performance improvement plans (PIP), and corrective actions.
D. Compensation & Benefits Administration
- Oversee payroll processing accuracy and timeliness.
- Ensure proper administration of government-mandated benefits (SSS, PhilHealth, Pag-IBIG).
- Review and recommend improvements in compensation structures and incentive programs.
E. Training & Development
- Assess training needs and create annual training plans.
- Oversee development programs, onboarding, and succession planning.
- Evaluate training effectiveness and employee competency development.
F. Policy Development & Compliance
- Develop, update, and implement HR policies, procedures, and manuals.
- Ensure compliance with DOLE regulations and other labor laws.
- Lead audits and ensure documentation completeness (201 files, compliance reports, etc.).
G. HR Data Management & Reporting
- Maintain HRIS and employee records.
- Generate HR reports (turnover rate, headcount, absenteeism, recruitment metrics).
- Use data to recommend improvements and support strategic decision-making.
H. Organizational Development
- Support organizational planning, culture-building, and change management initiatives.
- Lead employee engagement activities and internal communication programs.
Qualifications
- Bachelor's Degree in HR Management, Psychology, Business Administration, or related field.
- At least
5–7 years
HR experience, with
3 years in a supervisory/managerial role
. - Strong knowledge of Philippine Labor Laws and HR best practices.
- Excellent communication, leadership, and interpersonal skills.
- Strong analytical and decision-making abilities.
