Job Overview:
The Materials Engineer is responsible for overseeing all aspects of materials testing, quality control, and compliance in infrastructure projects, particularly in the construction and maintenance of roads, highways, and bridges. The engineer ensures all materials used meet the project specifications, DPWH standards, and relevant national regulations.
Key Responsibilities:
Material Testing:
Conduct tests on the physical and engineering properties of construction materials to ensure they meet project requirements and quality standards.
- Implement quality control procedures at batching plants, asphalt plants, and construction sites.
Analyze test results and recommend actions to ensure compliance.
Material Inspection:
Inspect incoming materials to verify compliance with technical specifications and approved sources.
- Assist in checking the quality and quantity of materials used at project sites, ensuring they comply with project specifications.
- Prepare material approval documents for submission to DPWH or consultants.

Coordination and Communication:
Coordinate with suppliers, contractors, laboratory personnel, and consultants for material approvals and testing schedules.
- Attend site coordination meetings to provide updates on material issues or concerns.
Help manage the timely delivery, issuing, and receiving of construction tools, equipment, and materials at the job site.
Documentation:
Prepare and submit required documentation such as Materials Engineer's Daily Report, Test Results Summary, and Non-Conformance Reports (NCRs) when applicable.
Maintain accurate records of all materials, including proper documentation and tracking of inventory levels.
Compliance with Regulatory Requirements:
Ensure compliance with DPWH guidelines, particularly Department Order No. 11, s. 2014, and other relevant issuances.
Oversee material sampling and testing per D.O. 1, s CIAP Accreditation).
Warehouse Assistance:
Support warehouse operations by managing Gate Passes and contributing to weekly Materials Inventory Reports.
Qualifications:
- Bachelor's or College Degree in Engineering (Industrial, Material Science, or a related field) with a Professional License (Passed Board/Bar/Professional License Exam).
- Must be DPWH accredited.
- 3 to 5 years of relevant work experience in materials engineering, road, highway, and bridge projects.
- Proficient in materials testing (concrete, asphalt, soil, aggregates, steel, etc.).
- Knowledge of DPWH Standard Specifications (Blue Book).
- Familiarity with international standards (ASTM, AASHTO) is an advantage.
- Basic knowledge of material testing procedures and quality control standards.
- Strong attention to detail and the ability to work efficiently under pressure.
- Strong documentation and analytical skills.
- Good verbal and written communication skills, with the ability to interact effectively with team members and suppliers.
- Willing to be assigned on-site in project locations in Batangas, Laguna and Quezon Province.
