Job Description:

We are seeking a qualified and experienced Social/Gender Specialist to support the preparation and implementation of the Strategic Environmental and Social Assessment (SESA). The specialist will ensure that gender and social dimensions are effectively integrated into project planning, policy formulation, and implementation processes.

The role involves providing technical guidance on gender and social inclusion, conducting stakeholder consultations, assessing social and gender impacts, and developing strategies to enhance participation and equity in transport sector initiatives.

Key Responsibilities:

  • Lead social and gender analysis for the SESA process, ensuring alignment with international standards and national regulations.
  • Identify and assess potential social and gender impacts of proposed projects and plans.
  • Develop practical recommendations and action plans to promote gender equality and social inclusion.
  • Support stakeholder engagement, ensuring participation of vulnerable and marginalized groups.
  • Contribute to capacity-building activities for government and project staff on gender and social safeguards.
  • Prepare technical reports, presentations, and documentation related to social and gender aspects.
  • Collaborate with environmental and technical teams to ensure integrated project outcomes.

Qualifications and Experience:

  • University degree(s) in Social Sciences, Gender Studies, Sociology, Anthropology, or a related field.
  • A postgraduate degree in a relevant discipline is a strong advantage.
  • At least ten (10) years of professional experience, with a minimum of eight (8) years specifically in social or gender analysis, inclusion, or safeguards.
  • Proven experience working on national, regional, provincial, or urban transport plans is a plus.
  • Strong understanding of international social and gender safeguard frameworks (e.g., World Bank ESF, AfDB ISS, etc.).
  • Excellent English communication skills—both written and spoken—are mandatory.
  • Demonstrated ability to work collaboratively in multidisciplinary teams and multicultural environments.
