Job Description:

We are seeking a highly qualified and experienced Stakeholder Engagement Expert to support the Strategic Environmental and Social Assessment (SESA) process. The expert will play a key role in planning, coordinating, and implementing stakeholder engagement activities to ensure inclusive, transparent, and participatory decision-making throughout the SESA.

The role involves engaging with a broad range of stakeholders—including government agencies, local communities, civil society organizations, and private sector actors—to foster collaboration and enhance the social acceptability and sustainability of transport sector initiatives.

Key Responsibilities:

  • Design and implement the Stakeholder Engagement Plan (SEP) in line with national regulations and international best practices.
  • Identify and map key stakeholders, including vulnerable and marginalized groups, relevant to the SESA process.
  • Lead consultation and engagement activities across all levels—national, regional, and local.
  • Facilitate communication and information-sharing between technical teams, institutions, and affected communities.
  • Ensure stakeholder feedback is systematically collected, documented, and integrated into the SESA findings and recommendations.
  • Support conflict resolution, grievance management, and consensus-building efforts.
  • Develop communication materials, consultation reports, and engagement summaries.
  • Build capacity of government and project stakeholders on participatory planning and stakeholder management.

Qualifications and Experience:

  • University degree(s) in Social Sciences, Communication, Public Relations, Sociology, Community Development, or a related field.
  • A postgraduate degree in a relevant discipline is an advantage.
  • At least ten (10) years of professional experience, with a minimum of eight (8) years focused on stakeholder engagement, public consultation, or social participation processes.
  • Experience with national, regional, provincial, or urban transport plans is a plus.
  • Proven knowledge of stakeholder engagement standards and frameworks (e.g., World Bank ESS10, IFC Performance Standards).
  • Excellent facilitation, communication, and interpersonal skills.
  • Strong English language proficiency, both written and spoken, is mandatory.
  • Demonstrated ability to work effectively in multidisciplinary and multicultural teams.
