Job Description:

We are seeking a qualified and experienced Traffic / Survey Engineer to support the preparation and implementation of the Strategic Environmental and Social Assessment (SESA) and related transport sector studies in the Philippines. The expert will be responsible for traffic data collection, analysis, and modeling to support transport planning, infrastructure development, and policy formulation.

The role involves leading traffic and transport surveys, managing field data collection teams, and providing technical input on mobility, accessibility, and road network performance across national, regional, and urban levels.

Key Responsibilities:

  • Plan, design, and implement traffic and transport surveys, including traffic counts, origin–destination studies, travel time surveys, and roadside interviews.
  • Analyze traffic flow data and develop models to support transport and mobility planning.
  • Support the preparation of transport demand forecasts, capacity analyses, and level-of-service assessments.
  • Coordinate with relevant national and local government agencies on traffic and transport data collection.
  • Supervise survey teams to ensure data accuracy, safety, and quality control.
  • Prepare and present technical reports, findings, and recommendations for improving transport system performance.
  • Contribute to the integration of survey results into broader transport, environmental, and social assessments.
  • Collaborate with multidisciplinary teams on national, regional, and urban transport planning studies

Qualifications and Experience:

  • University degree(s) in Civil Engineering, Transportation Engineering, or a related field.
  • A postgraduate degree in a relevant discipline is an advantage.
  • At least ten (10) years of professional experience, with a minimum of eight (8) years specifically in traffic engineering, transport surveys, or transport planning.
  • Proven experience in the Philippines with traffic surveys, road network analysis, and transport infrastructure studies.
  • Experience in national, regional, provincial, or urban transport plans is a strong advantage.
  • Proficiency in traffic and transport software (e.g., SYNCHRO, VISSIM, SIDRA, AIMSUN, TransCAD, or similar).
  • Excellent English communication skills, both written and spoken.
  • Strong project coordination and reporting skills.
  • Ability to work effectively in multidisciplinary and multicultural teams.
