DUTIES AND RESPONSIBILITIES

  • Preparation of Financial Bid Submittals:

Responsible for the timely and accurate preparation of complete financial bid proposals in response to tender invitations. This includes cost breakdowns, pricing strategies, risk assessments, and alignment with project timelines and deliverables.

  • Technical Review and Compliance:

Analyze and interpret project documentation, including issued drawings, specifications, and scope of work to ensure full compliance with project requirements. Collaborate with design, planning, and procurement teams to validate quantities, construction methods, and timelines.

  • Cost Estimation and Proposal Development:

Lead the preparation of initial cost estimates and detailed BOQs (Bill of Quantities), based on the latest market rates, historical data, and supplier quotations. Present these to the Section Head and Department Head for technical and financial review.

  • Coordination and Liaison:

Coordinate with internal departments (engineering, procurement, planning) and external stakeholders (consultants, suppliers) to gather necessary data and ensure the completeness and competitiveness of the bid.

  • Market and Risk Analysis:

Stay updated on market trends, material costs, and labor rates to ensure accurate cost forecasting. Perform risk assessments and develop cost-saving strategies to enhance proposal competitiveness.

  • Documentation and Reporting:

Ensure proper documentation of all estimation activities, assumptions, and supporting data. Provide regular updates and reports to the management on bid progress, challenges, and cost changes.

EDUCATIONAL ATTAINMENT

  • Bachelor's Degree in Civil Engineering, Construction Management, Building Science, Quantity Surveying, or a related field from an accredited institution.

(A licensed engineer or equivalent certification is an advantage.)

TECHNICAL COMPETENCIES

  • Software Proficiency:
  • Microsoft Office Suite: Advanced skills in Excel (formulas, pivot tables, data analysis), Word (technical documentation), and PowerPoint (bid presentations).
  • Familiarity with estimation and project management software such as Primavera P6, AutoCAD, Bluebeam, or Candy CCS is a strong advantage.
  • Analytical Skills:

Strong numerical and analytical skills with the ability to interpret technical drawings, specifications, and market data for cost-effective solutions.

  • Attention to Detail:

Accuracy in quantity take-offs, unit pricing, and cost calculation with a strong focus on compliance and completeness
