Project-Based HR / Admin

Overview

The Project-Based HR/Admin Officer is responsible for providing comprehensive support in human resources, administration, finance, and payroll functions for the duration of the project. This role ensures smooth operations by managing employee documentation, coordinating administrative tasks, handling project-related financial documentation, and ensuring timely and accurate payroll processing.

Key Responsibilities

1. Human Resources

  • Assist with recruitment processes for fulltime and project based roles (job posting, screening, scheduling interviews).
  • Conduct onboarding and offboarding, including preparation of contracts, IDs, and necessary documents.
  • Maintain and update employee records, 201 files, and project staffing trackers.
  • Prepare and issue HR notices (NTEs, administrative memos, notices of decision, etc.) in compliance with company policies.
  • Monitor employee attendance, leaves, and overtime; ensure accurate report submission to payroll.
  • Support employee relations activities and ensure proper documentation of concerns and resolutions.
  • Assist in enforcing company policies and Code of Conduct throughout the project team.

2. Administrative Support

  • Manage project office needs including supplies, logistics, and facilities coordination.
  • Handle coordination with vendors, service providers, and partner agencies.
  • Prepare administrative reports, minutes of meetings, memos, and project documentation.
  • Support project events, orientations, trainings, and field activities.
  • Ensure compliance with company administrative processes and documentation standards.

3. Finance & Payroll

  • Process and validate payroll for project employees, including attendance reconciliation, overtime, deductions, and allowances.
  • Coordinate with Finance for payroll disbursement schedules, cash advances, and reimbursements.
  • Track project expenditures and support budget monitoring.
  • Prepare and submit liquidations with complete receipts and supporting documents.
  • Assist with invoicing, billing preparation, and coordination with clients (if applicable).
  • Maintain financial records for project-related transactions in compliance with company policies.
  • Support audit requirements by providing complete and accurate documentation.

4. Reporting

  • Submit regular HR, admin, and financial reports to the HR Lead / Project Manager.
  • Maintain dashboards and trackers for staffing, expenses, supplies, and payroll.
  • Ensure timely submission of statutory and government-mandated project documentation (if required).

Qualifications

  • Bachelor's degree in HR Management, Business Administration, Finance, or related field.
  • At least 1–3 years of experience in HR/Admin, Finance, or Payroll roles.
  • Experience with payroll processing and basic financial documentation is required.
  • Strong knowledge of labor laws, HR processes, and administrative best practices.
  • Proficient in MS Office/Google Workspace; experience with accounting or HRIS systems is an advantage.
  • Excellent organization, communication, and time management skills.
  • Ability to work independently and handle confidential information with integrity.
  • Willingness to support field activities depending on project requirements.

Contract Details

  • Employment Type: Project-Based (duration depends on assigned project)
  • Reports To: HR/Admin Lead or Project Manager
  • Work Setup: Onsite

Job Type: Temporary

Contract length: 6 months

Pay: From Php18,000.00 per month

Work Location: In person
