Regional Recruitment Manager

Job Purpose:
Responsible for guiding the end-to-end talent acquisition strategy of the organization and accountable for leading the recruitment department in all of its recruiting functions, inclusive of team leadership, sourcing strategy development and execution, program design and implementation, and recruiting goal development and achievement.
Responsibilities:
- Exercises leadership over the recruitment department, overseeing the execution of all activities
- Oversees the business's overall recruiting and sourcing mission, vision, and long-term strategy
- Responsible for the development of the annual departmental budget and overseeing the departmental budgetary allocation and its management throughout the year and making necessary shifts in allocation in order to accommodate the shifting resourcing requirements and recruitment needs
- Strategically balance and prioritize recruiting department resources in order to meet the constantly evolving business needs
- Work closely with the communications & branding in effectively establishing communication strategies that attract diverse talent to the business
- Leading role in the designing and implementation of business-wide recruiting processes, applicant tracking systems, management reporting, and vendor management
- Develops innovative sourcing strategies and procedures and ensures that there is a consistent and positive candidate experience, which increases the prospects of acquisition and retention of talent for the business
- Play an analytical role by delivering reports after tracking the results, impacts, and cost-effectiveness of the current recruiting strategies and use this information to identify trends and adjust the recruiting strategies in order to optimize the impact of the recruiting team
- Encompasses the tasks of recruitment, management, and providing ongoing support and direction to all the employees within the team. These tasks include compensation, hiring, performance management, safety, wellness, benefits, employee motivation, communication, administration, and training for overall talent development and for the best interest of the company
- Participates as a Subject Matter Expert (SME) in any training program development and/or implementation, which requires the specific technical and/or soft skills of the job to contribute to the development of talents within the organization
Qualifications:
- Graduate of Bachelor's Degree in Human Resources, Psychology, Behavioral Science, Business Administration or other related field
- At least 10 years of collective experience and knowledge on Human Resources Life Cycle; and with managerial experience of at least 5 years with specialization in Recruitment and Employee Engagement
- Possesses Presentation Skills, Communication Skills, Interviewing Skills, Negotiation Skills, Decision Making Skills
