Job Description

The Medical Records Specialist plays a crucial role in managing medical records requests from various stakeholders, ensuring timely and accurate fulfillment. Key responsibilities include:

  • Release of Information (ROI) & Records Fulfillment – Primary
  • Intake & Triage: Receive and log all incoming records requests, acknowledge receipt using approved email templates, and verify identity/authority of requestor.
  • Authorization Validation: Confirm scope, purpose, and expiration of authorization, check minimum necessary alignment, and confirm any special protections.
  • Clinical & Provider Clearance (New): Route requests to treating clinician and psychiatric provider for review and written approval, document approvals/holds in ROI log, and retain dated confirmation.
  • Legal Request Handling: Review subpoenas, court orders, and payer audits, route complex/legal matters to Privacy/Compliance and Lead Accounting Assistant for guidance/approval.
  • Record Preparation: Retrieve designated record sets, apply naming conventions, paginate and assemble PDFs, redact restricted content, and use secure encryption for outbound delivery.
  • Fulfillment & Documentation: Send records via approved secure methods, record date/time, contents, recipient, method, and authorizing document, maintain an auditable chain of custody.

In addition to these core responsibilities, the Medical Records Specialist must also meet internal SLAs and applicable federal/state timeframes, proactively communicate status and any missing elements to requestors.

Required Skills and Qualifications

To be successful in this role, candidates should possess:

  • A minimum of 2 years of experience in medical records, health information management, payer documentation support, or billing/finance operations in a healthcare setting.
  • Prior knowledge of HIPAA privacy/security requirements and the minimum necessary standard, awareness of additional protections applicable to behavioral health.
  • Excellent written communication skills, with the ability to craft concise, professional, and empathetic emails.
  • High accuracy with document handling, PDF redaction, and file organization.
