The Senior IT Officer (Digital Solutions) will work on new financial system initiatives and maintenance and support activities. Acting as the product lead and/or team lead, s/he will work with business community to develop and update product roadmaps to ensure new systems and enhancements are delivered and issues are resolved. The position will work closely with the Controller's Department to ensure business requirements are well supported by the right IT solutions. In addition, the position will manage the communication between vendors, ADB team, sponsors, and stakeholders. Incumbent will also manage new projects, and the activities of the maintenance and support team to ensure all risks and issues are addressed in a timely manner. The incumbent will report to Director and/or designated International Staff and may supervise Administrative Staff.

Responsibilities:

Assists the Product Manager and Owners in developing product vision and strategy by supplying relevant inputs for the strategic management process.Leads preparation and updating of Product Roadmaps to align product's technical and business aspects by engaging business community.Leads Project Management activities throughout System Development Life Cycle in the assigned project; works with vendor project management team to ensure the project is progressing as planned; manages project communication, risks and issues; monitors project cost, scope and timeline; plans for resource allocation, reports status, and ensures project quality.Collaborates with the business communities to identify business requirements, functional requirements; drives necessary business process changes; prioritizes requirement and manages the scope; and ensure assigned projects are delivered successfully and meet ADB business community expectation.Works with the technical leads, Enterprise Architect, and other technical staff to define IT solutions. Acts as the subject matter expert in preparing business cases; determines project costs, timeframe and milestones; communicates with stakeholders; manages expectations; and obtains deliverable signoff.Works with members across various ITD teams and coordinates multiple projects with different project managers to ensure effective (a) tasks management and deliverables; (b) management of resources; (c) quality management and assurance; (d) risk management; and (e) change management.Engages the business community to develop strategic plans, roadmaps for the disbursement business, identifies opportunities for the application to improve business efficiencies, and anticipates business process changes and manages its impacts to the business and the application.Oversees the project and support & maintenance activities, utilizes bug, issue, and project tracking software to ensure reported issues are resolved in a timely manner.Coordinates with software/service vendors on issues tracking and vendor management to ensure the applications/services are delivered according to contract and project requirement.Provides functional and technical leadership to the user community and the project team by keeping abreast of the latest industry development, technological trends, and best practices; advises the team on how the information can benefit ADB.

Qualifications:

Relevant Experience & Requirements:

Bachelor's degree in Computer Science, Management Information Systems, Business Administration, or related fields, preferably with Master's Degree or equivalentAt least 8 years of relevant experience in project management and implementation of large-scale business applications. Four (4) or more years of which must be in Project Management, or as team lead or business analyst lead on relatively large projects.4 years of supervisory experience.Experience in the design, implementation, and support of loan disbursement applications in ADB or other multi-lateral financial institution is strongly preferred.PMP Certification is strongly preferred.Experience in Business Process Management Suite and Enterprise Integration Platform is strongly preferred.Knowledge of legacy system, specifically Natural/ADABAS technology is preferred.Proven expertise in working with cross application/module integration and interfaces.Demonstrated ability to manage all activities related to software development projects, from business requirements definition through solution implementation.Excellent ability in business requirement gathering, scoping and prioritization.Strong planning and organizational skills to handle many tasks with deadlines.Ability to develop rapport internally and externally in a multicultural environment.Good interpersonal skills; strong team player and self-starter, and not intimidated by new technology.Excellent at communicating, interacting, and cooperating with others to ensure that all aspects of a task are addressed.Ability to contribute independently, manage and undertake activities to deal with variety of issues and requirements, lead and supervise teamExcellent written and verbal communication skills in English is required.Please refer to the link for ADB Competency Framework for NS3.
