JOB SUMMARY

Responsible for providing specialized administrative support and management of HR functions namely, Recruitment and Selection, Compensation and Benefits, Labor Relations, Employee Engagement and Performance Management or Total Rewards programs

GENERAL RESPONSIBILITIES

Recruitment and Selection

  1. Manages the end-to-end recruitment for both internal and external regular employees

  2. Manages the onboarding process. Ensures completeness and accuracy of pre-employment requirements.

  3. Prepares and monitors performance evaluation form to ensure implementation of regularization process.

  4. Manages the selection of project-based and student trainee

  5. Conducts exit interviews to exiting employees. Facilitates and monitors the timely completion of exit employee clearance.

  6. Assists in the budget monitoring and utilization.

  7. Processes and monitors payment to service providers.

  8. Monitors service provider contracts to ensure compliance to risk management and requirements.

Compensation and Benefits

  1. Coordinates and expedites all activities necessary for the timely and accurate processing of payroll, loan deductions, generation of payroll register and other payroll related reports.
  2. Coordinates and expedites all activities necessary for the timely and accurate processing of bonuses and allowances.

  3. Prepares and ensures timely completion and submission of Government remittances, documents and reports.

  4. Processes computation of employee's tax refund/accountability based on year to date (YTD) income and taxes withheld. Ensures timely payment and application of refund and deduction to employee payroll.

  5. Coordinates and expedites all activities necessary for the timely and accurate processing and servicing of request of availment of benefits.

  6. Verifies necessary computation to determine loan amount and various government agency benefits for complete processing.

  7. Reviews and endorses approval letters, memorandum, application forms, certifications, request for payment, deduction reports and other documents pertinent to process and availment of employee benefits and other related activities.

  8. Prepares loan build-up of government agency and company loans.

  9. Coordinates and expedites necessary activities to correct and resolve issues that may arise concerning government agencies.

  10. Assists in compensation related research and analysis.

  11. Prepares and monitors accountability clearance of all separated employees and coordinates with payroll and accounting for the release of final pay.

  12. Prepares Certificate of Employment as requested by employee and attends to MIS and HRIS related information request.

Labor Relations

  1. Initiates and conducts due process for employee grievances. Ensures timely, accurate and authentic submission of notices and evidences.

  2. Prepares proposals and decision letters ensuring documents are prepared in accordance with the company's code of conduct and labor law.

  3. Processes and coordinates suspension for pending investigations, scheduling, conducting and documenting of due process administrative hearings.

  4. Reports findings to the Management of the concerned department and employee and consults for legal assistance on the appropriate course of action in accordance to company's and labor law regulations.

  5. Advises line managers about appropriate disciplinary action or other corrective techniques responsive to a range of conduct and performance issues.

  6. Assists in the preparation, development and revision of HR policies and various in-house employee communication. Identifies patterns, makes recommendations or changes to policy and procedures.

  7. Represents the company and ensures appropriate processing of arbitration and leads preparation and oversight of legal counsel in arbitrations and mediations.

  8. Conducts extensive research into labor and employee relations cases to identify trends, patterns or aggravating/mitigating circumstances.

Employee Engagement

  1. Plans, organizes and executes corporate activities and organizational engagements – annual corporate events, teambuilding activities, office engagement activities, cultural change, corporate social responsibility initiatives, etc.

  2. Designs and recommends programs that will maximize employee development, engagement and satisfaction.

  3. Facilitates and adopts relevant social media best practices into the corporate culture and manages the company's internal social media related engagement projects, as well as recommending new systems and vehicles to improve the quality, consistency and timeliness of information.

  4. Creates and communicates engagement calendar of activities.

  5. Plans and submits for approval budget for employee engagement activities and initiatives. Ensures executed programs and activities are within the approved budget.

  6. Recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation and related measurements of success.

  7. Ensures and reports engagement report including feedback, expenses and list of external providers for future preparation of corporate events and activities.

Performance Management / Total Rewards

  1. Recommends and executes effective performance management including formal performance appraisal system. Gathers and summarizes performance appraisal for management review.

  2. Plans, evaluates and implements appropriate method and system for recording performance related documentation and monitoring compliance with performance appraisal system to ensure complete and accurate performance review.

  3. Assesses employees' needs by conducting organizational climate survey to determine motivation and engagement factors for employees.

  4. Participates in salary market surveys to determine prevailing reward practices, rates and benefits.

  5. Designs and executes effective communication strategies and success metrics relating to rewards and performance management of the company.

  6. Contributes to the review of existing systems and policies and recommends and develops new policies and programs in the rewards and recognition, performance management, coaching and mentoring.

JOB SPECIFICATIONS

Knowledge, Skills and abilities

  • Proficient on MS Office and good knowledge of HRIS and databases

  • Familiarity with hiring practices and processes, Accounting fundamentals and payroll best practices, labor law compliance and legislation, project management and performance management and total rewards programs

  • Great attention to detail and confidentiality

  • Excellent communication and problem-solving skills

  • Excellent interpersonal skills

Education, Licenses and Certificates

  • Graduate of a four (4) year baccalaureate course

  • Bachelor's degree in Human Resources Management, Psychology and/or other related courses

Relevant Experience

  • At least two (2) years work experience preferably as HR Generalist
